I know OORPly you can't stop any zoner from docking on your stations because of a certain right (I forget which one, it's the same in effect of the [HF] trying to stop Lane Hacker indies from buying the LHGS)
That's not the problem. I see a contradiction here...
Look at the DOCKING: Entry and compare with the station's description paragraph.
Shasta operates as any other Freeport, provided our guests mind the Pentabarf. That's the way it's always been, so don't trouble yourself over the infocard detials.
The only base we restrict docking on is Pueblo Bonito. That's TAZ only, except with permission from TAZ. It's our temple, you see, and we like our privacy while we do our religious things.
The TAZ have alot more power over others, Zoner Indies included, inside of Baffin as it's practically their guard system, and they're a little less connected to the other Zoners.
The whole system is filled with little quirks and jokes though, don't take them too seriously, and don't go anywhere near their sacred shrine without permission.
I seem to have forgotten the Tazzies were of the lulzy variety.

One caveat I should mention. Be polite to your hosts in Baffin. A person's welcome in Baffin lasts precisely as long as their manners. Most have no trouble with this, so you should be fine.

Not practically. It -is- the TAZ guard system. Their word is <strike>law</strike> chaos there.
Incidentally, the scrubby farmers in the northeast of the system also are labeled a guard base. Docking allowed on that base, provided your reputation lets you?
