Well, this is a report about a Junker breaching the law and whatnot.
He was flying around Manhattan with cardamine on board as if it was the most normal thing ever.
Apparently he was drunk too.

Told him to stop, he didnt. Instead he docked on Manhattan.
Then he proceeds to undock again and well what can I say, we shot him.
This brilliant guy decides to dock again.

I guess this is all the information you need. Pictures are attached.
Do something unpleasant with him.

I have reviewed your report. The evidence you have provided is characterized by a bold attempt to annoy the local lawful forces. His main fault was not fleeing from you when confronted with the illegal cargo on board of his ship. It was his docking at our capital. We will make sure he won't do that again.

I will personally forward your report to our Deputy Chiefs. The odds are good that said individual will get blacklisted. He will not be able to dock at any base controlled by the LPI again.

As an eyewitness of the incident I consider the case material collected a sufficient basis for legal prosecution.

The said Junker ship had indeed approached the Manhattan spaceport with contraband, unloaded it and attempted to escape while being obviously watched. It wasn't unexpected given the ship's affiliation, but nonetheless disturbing and annoying.

I may submit the additional recordings per request from the Liberty Police as the party proceeding this case.

What a fortunate coincidence!

I have talked with Deputy Chief Colin Sinclair. He noticed that the automatic acknowledgement of the docking assistance is missing even though it is evident that the Junker eventually docked at Planet Manhattan.

Lieutenant Cooper, if you can help us out with that missing piece of evidence we have all the required material to blacklist the suspect.

We now have a solid base to fend off accusations of injustice easily. The Junker has forfeit his docking rights.

However I cannot agree to a Liberty wide warrant for said suspect. If we lay down the facts on the table we only have such a tiny amount of contraband, that not even the minimum fine of 1 million credits seems appropriate. The main issue was his fleeing from justice by his repeated docking at Planet Manhattan. Therefore the permanent denial of his docking rights is justified, but no further sanction.

Please bear in mind that we are obligated to respect Liberty Law section five, note 3. "All officers are subject to judicial review of their actions, and will be answerable to a criminal court of law if their punishments are found to be unjustly harsh or lenient."

Further sanctions will of course be issued if said individual provokes another incident.

I remain in hope that this is understandable.

He was clearly shooting at us. I think he even destroyed one vessel.

In my opinion he's in for a few years on Sugarland, at least.
Way too soft....

But whatever, I'll just settle things in space immediately from now on.

Even given the non-violent nature of the smuggling attempt we observed, I may not agree with the LPI approach to solving cases that had not only included the breach of protocols preventing suspects and criminals from docking as per automatic request from any law-enforcement authority present - but as well included resisting arrest and harm caused to the unidentified civilian on the scene.

Liberty Law protects the visitors of Liberty in exactly the same way as its citizens, that's the very basis of it. Same is applied to legal prosecution, Dusentrieb.

I must remind you that the Section One, Paragraph One of Liberty Law applies the same sanctions for possession of any amount of contraband and considers it's a sufficient ground for use of lethal force if necessary.

The main reason behind the arrests of the Cardamine smugglers are not the attempts to apply the harsher punishment, but the option to find out the source of the drugs coming to Libery, the ways the said drugs are moved in and the actual chains of people and organizations that made the Cardamine one of the most serious threats to the well-being of Liberty citizens.

Alright, it seems like there are some misunderstandings left.

While the possession of any amount of contraband is indeed in violation with section one, paragraph I, I have to contest that any amount is sufficient for lethal force.
"Individuals found to be associated with, condoning or conducting criminal activities is subject to on site punishment by any officer of the Liberty forces present, ranging from a verbal warning to immediate use of lethal force."

You also have to consider the relations. A Salvager is a huge transport ship. The tiny amount of contraband relative to the cargo size of the Salvager was barely enough to get detected by our scanners.
An order to drop the contraband in combination with a warning would have been justified. I don't think that ship came to Liberty just to smuggle it to Planet Manhattan. I would be double stupid. First to try to smuggle an amount of contraband not tiny enough to escape our scanners but not big enough to generate enough profit and second to try it in front of a number of lawful ships.

So the suspect decided to flee and dock. This is another non violent crime("Fleeing from an officer when stopped."). Together with the alcohol abuse with have three non violent crimes. Instead of a warning a fine is appropriate at this point.

But instead of a fine it seems like Navy Officer Johnson preferred to issue a quick shoot to kill order and everyone jumped in.
The Junker was not deliberately resisting arrest or shooting civilians, he was defending himself. This is a reaction that should be carefully considered by the officers on duty before opening fire on a ship. Especially for a Salvager which is known for it's strong armament.

Therefore I did the best I could to serve the Republic by neglecting the circumstances which show questionable behavior by the Navy and strictly focus on the facts presented to me to punish the violator.

As he now has forfeit his docking rights at any police base it also won't make sense to track his ship, as he won't be able to bring any contraband to Planet Manhattan anymore anyways. This will also be a strong reminder for his associates not to contest the lawful authorities of the Republic.

I hope the issues are settled by now.
