It already is sort of Liberty/Zoner. And a few Zoners seem to belive its thier space anyway.
I doubt the Zoners would enjoy nagging LN all the time to allow thier caps though thier space. And I doubt the LN would enjoy escorting them all the time. And removing liberty from Penny thats about the only thing that would become allowed that you can't already do.
I think Gallia is kind of like conn, if you don't like it don't go there. I still haven't been, not because of some hatred for it but that I am just not interested.

I'll tell you what I want out of 4.86 when I see what the release is gonna be like.
- economy effects: if players do not deliver a certain amount of goods to your bases, your repair / ship / equipment prices skyrocket - giving pure trading factions the means to really place an effective embargo on other factions - and these factions must really roleplay to keep friends that trade with them - not only pvp deathsquads. [ at the same time, NO more credit transfers at all anymore ( no credit cards, no console command ) ]
- a proper balance between fighters/bombers and capital/capital warships: no spin, extreme collision damage, <strike>MUCH slower bombers, and MUCH MUCH MUCH slower capital ships ( turning ) - at the same time, NO risk for snubcraft to use jumpholes, and medium risk for cruisers to use jumpholes, HIGH risk of damage for battleships to use jumpholes. since capital warships would be at a disadvantage with such a system - greatly increased hitpoints.
upon death ( exception being in GUARD systems with a matching ID when killed by a ship of the SAME ID ) - ships respawn with only 50% health to ALL systems. ( fighters are cheap respawns, bombers more expensive, cruisers/battleships extremely expensive )

Use small turrets, they seem to have a larger hit box and in a titanic, I can keep any one bomber off me long enough to dock or get the heck out of there. Having fewer turrets encourages you to pair up hence increase chance for RP.

Make code weapons a lot harder to get. Not all of us have $ to toss around buying codes. Perhaps only be able to mount 2 max or have coded ships require to have an IFF or require a rank to own.
Virus missiles: Max firing time .10 seconds. halts all ship controls for 5-10 seconds. Shields must be down. Missile specific for ship type, Bomber virus missile only works on Bombers. Antivirus countermeasures can be purchased to reduce affect time.
Any new faction cannot be copy and paste from some damn sci flick but required to have a strong base in the Freelancer universe. Do you hear me ORI?!
Sometimes, when all you want is to gain your freedom, you must be willing to risk it all.
1. increased firepower , hull and shield of capships - make bombers / fighters useless against them. So that if you want to attack a real ship you have to bring a real ship yourself.
2. delete rule 6.7. it does not make any RP sense.
3. remove exclusive factions or make the IDs and technology open for independent players as well.
And after all these changes, we will have soooo much more fun :D
