We usually use pirate id, the generic one. And we want to SRP two RPCs. But, SRP is closed, so said RPC are gathering dust in the meantime. I just toid zig to toss some hessian id on it and take them out for a spin:D
Unofficial factions can have more than one ID as long as it makes sense in RP, just look at convoy. Heck so can official factions with the secondary ID rule

Different ID's with same TAG? maybe not. But why do you need same TAG? Have a diff TAG for each type of ship class. Also can write up some RP that your faction is a group from all around sirius,and come from many different factions. Hence the diff ID's. Makes sense for RPC as it is a junked Hessien cruiser. Your guys are renagade Hesiens that cannot fully repair the cruisers they stole when they left. Pretty sismple.

But maybe for safe measure give like a slightly different tag? aka say i for some reason create 'Rorry's Renegades' and tag our ships as -=RR=-Blabla.Blibidybla with generic pirate IDs and corsair IFF. Then me and my fiends want some cap ship defence, so we slap on come Corsair Guard IDs and tag as 'Rorry's Renegades-Fleet Defence' so new tag that is like so: -=RR-FD=-Name.Here
