Pirate ID allows Civilian Bretonian freely, so I don't see why not. You'll want to get the ship on a different ID first though, to avoid the Border World Exports rep ninja.

It's Bret Civ, the civs are green for Pirate ID across the board. It has less cargo then the restriction, you're fine
