Let's have a look at what you wrote. Many pirates, little police, out of roleplay? Who is out of whose role there? Or did you mean to say "not to my liking?"
Maybe you should join the law enforcement, then. Or take it up with the House where you pay taxes to pirates instead of the government. I see that with Liberty being a police state that might be kinda difficult. Then again, you might as well try a request to the faction leaders about improving local security. Politely.
To pirate or not to pirate...
Is it really that bad? Should I go and make it 'worse'? Granted, New York is perhaps too hot for an old pirate like me...
Its enjoyable if Pirates RP, I have really enjoyed many encounters with pirates who Roleplayed why they pirated and such, even if it leads to a hostile battle.
If you think its bad help make it better, or just leave Liberty:)Lots of other houses need more trade activity, like Kusari, Gallia and such. And yes its not the Navy's job to escort traders, its the job of the LPI when it can. People who complain just need to help make Liberty safer. And if you're really conjoled about it make an official complaint to the Liberty Authorities and cross your fingers and toes that something will happen;)
I also do agree that weapons such as Magma Hammer's are quite inferior compared to some unlawful weapons, but thats just how it is. My hope is in the next version it will be a bit more equalised.

Magma hammers are nice enough. Just got a rather steep learning curve to using them effectively.
As for there being tons of pirates in Liberty... Yes, there are a lot of pirates in Liberty. That's always been the case, and probably always will be. If you're flying as a liberty lawful character, it's either deathly silent, or alternatively you're rushing from one emergency to the next.
On the flip side of that, more often than not if I go out in my liberty pirate, I will be entirely on my own and run into a large group of lawful types.
I have written threads like this too when I was very new here and pirates still cut into my profits (while today losing money is part of the game and doesn't hurt any more).
Really the best way is: Change your attitude towards the money issue.
Go like that: I invest my money to gain roleplay.
I pay the escort (2 million) and have someone to talk to while trading (= rp, less silent and boring mining/trading)
You pay the pirate, so that he keeps playing his role (because later [when you have all the money you need] you will feel that a convoy of 100 million worth of ore that meets no pirate is just ultra-boring)
You pay the guy that told you "Pirates ahaed" some 200k, just to tell him: "Hey, that was a good action".
Make money flow... even though I know this is much easier if you have enough to do the things you want.
Other advice: Join a faction that does escorts, convoys, etc. Profit from their resources.
