If I know that you're going to demand all my cargo, what reason do I have to go along with your piracy? Why don't I just make my best attempt to get to the nearest base? I lose everything either way. I have no motivation to say anything at all.
What motivation do I have to "stumble" into your pirate traps? I'm much better off avoiding you. How does that increase RP?

You won't know us till you come right up to us... It ain't like you know where we're at...
And increase RP because you'll want escorts mate... Giving MORE people MORE gameplay. Unless you don't wana get escorts, then best of luck to you not gettin blowed up I suppose?
