For one, its been well acknowledged that piracy in Liberty is somewhat of a problem - and since there never seems to be LPI on much, and the Liberty Navy itself does what it can, but they have other general duties - and since i dont like jerkus pirates - weve come to this idea.
The 9th Patrol Flotilla
In essence, its a small patrol fleet made up of gunboats or smaller - no big cap ships - thats primary duty is patrolling Liberty Space (notable California, New York, Colorado & Texas) suppressing and destroying piracy. The war in Rheinland isnt our concern, as its handled by other players, and more official factions.
It should also be noted that the 9th is somewhat of a joke in the Liberty Navy - its seen a career deadend, where less then promising officers can wait out their careers out the face of the important people - rarely anyone choose to be 9th PF - and the people in it take their jobs seriously in hopes of gaining enough accolades to go back to their old units.
So far, we have 5 players down for this, all my friends in town.
The character info ill give once ive gotten an idea of what people think of this - im hoping to not get a whole bunch of LN Factioners being territorial over their lawn, as the hope is to free them up form a duty they dont really want to do in the first place.
This actually sounds pretty interesting. So you're pretty much the worst the Liberty navy has to offer, thrown in a fleet and made to hunt down criminals just so your doing something useful. I'd imagine it would consist of an interesting collection of characters, from not so bright pilots to captains re-assigned over disreputable behaviour.
A dedicated group of fighter and gunboat pilots would be of some use in Liberty too. I have seen a few too many pirate squadrons shooting at heavier navy ships the few times I've been there lately.
If I were you, I would have changed to LPI ID, because of the TLAGSNET. I think it will be quite helpful in tracking down pirates/smugglers. Other than that, try to develop your patrol's history a little more. It might add some interesting RP, you know...
Also, I got a question. In case RM invades Texas, are you gonna assist the lawful forces?

Well, we will develop a great deal, and post them here, including full character bios\histories, ship registries\histories, all the good stuff - this is just a feeler to see what people think - and i also gotta find out if i need five hundred million or not.

And if they do - yeah, we will - but only because we kinda have too - were still navy after all. and if Rheinland gets Texas, we'll just have to suppress a whole slew of new pirate groups, like the Hessians, Unioners, Bundschuh, etc.
If you want to hunt down criminals you should go for the LPI ID, its the Police's job to hunt them down after all, while the Militaries job is to secure the borders and fight wars. The idea itself is great, good luck with it!
The RP background is nice, but really, if you want to hunt down pirates, join LPI. They need the activity and they have TLAGSNET, as mentioned before. If you decide to stay more Navy-oriented, but for some reason use the LPI ID nonetheless, I'll join, since I already have a LPI indie with a sexy Guardian.
I think theres already faction that it's purpose is dealing with pirates, LPI , but hey I might be wrong they are corrupted like hell after all. (inRP ofc.)
Primarily, you cant use Gunboats with the LPI ID - Of the things ive noticed, pirates tend to pirate in VHF's or Bombers, or Gunboats - of which the LPI only really has VHF's and Bombers to counter them with - which, unless your good, can tie up\kill one pirate per ship - and the LPI rarely on, the pirates both outnumber and outgun the LPI entirely too often - we (my irl freelancer bro's) decided to use gunboats primarily because of their nice mix of both speed, armor, and firepower - which is why we dont use Cap Ships, as you cant hunt down fleeing pirates in slow Cap Ships.
With some sort of special roleplay permission to run Gunboats on the LPI ID, we would definitely do that, and work the fluff so as were half-navy, half-LPI - kinda like Naval Reserve\Coast Guard kinda deal.
Second, the LPI's other duty is halting traders and checking cargo, dealing with smugglers and disposing of contraband - which we dont really wanna get tied up with. If we have nothing to do, we'll scan people looking for illegal goods - but if we have to choose between two Rogues blowing people up in Colorado, versus a trader we just pulled over hauling synth-weed - it isnt a choice who we deal with. In the end, the primary role of the 9th is aggressively hunting down and eradicating pirates - as players, we'll know our mission is a success when theres tons of Q_Q threads about us by pirates, who have buggered off to other systems to start trouble - as well as tons of players who are no longer complaining about the rampant pirate problem, and Liberty Navy who can now concentrate on stopping Rheinland from just showing up in Texas whenever they please.
The idea for the 9th is half "victory through superior firepower" with parts of the coast-guard and dirty dozen thrown in. the Liberty Navy thinks were a joke, and i gotta imagine the LPI hates us for stepping on their lawn - afterall, you dont use the military on criminals, posse comitatus, and all that.
