I do hope you will only be able to build player made bases on the system plane. Otherwise, I can see some problems happening.

Or maybe in a +/- 10k distance from the plane. A bit harder to spot but you can still detect them - and hide a base inside one of the nebulas that are off the plane (like in Kansas)!
