Spatial is a civvy ship. I know that IMG is the only faction with a base selling the damn thing (short of a guard base which is inaccessible to the general public) but it is -not- an IMG ship. Anyone who wants it can come pick one up. Sairs and outcasts included (although given rephacks, they'd have to do so before repping up to their respective faction).
In terms of PvP, as stated before, the Spatial is a -big- target that will get hit a lot.

why is it sold on IMG and Xeno only? cuz those people NEED to explore stuff? or want to?
especially IMG is more or less dependant on exploration of deep space to unveil new fields. The Xenos... well its a hefty powerhouse of a ship why wouldn't they use it when its "open market" and easy to produce (module based).
