How to obtain permission to use white tech as a merc?

How and who do I need to ask permission because I am planning on making a merc gunboat at some point and I need permission from whatever faction the gunboat I choose belongs to.

Make a post HERE describing IN CHARACTER what you need and why they should give them to you. A good background story is often a good idea. Or offering to pay extra money.
