Not exactly Alvin. There's a small spreadsheet in the development section somewhere that actually has the relative strength of relevant factions set. Can't dig it out right now since I'm at work and don't have access from here...
The issue here is the ability to engage in a sustained conflict, not a faction's capability to pull off a hit-and-run or snatch'ngrab. Terrorist and piracy actions aren't the focus here.

Alvin doe have a point there Aet, if story dictates Rheinland rolls belly up tomorrow, then that's what gets done. Regardless of the numbers. Those numbers help mold the story, they don't dictate it.

The main problem I'm seeing here is there's no definitive way of knowing who has what. And as Alvin said, one might have the smallest field army in Sirius, but that small group might be the best trained, best equipped group of sods in the region.

I completely agree with this. However in 4.86 juggy has most balanced and effective turret positions.
