These shots clearly show the Outcast fleeing to Rochester to avoid combat in progress, evidenced by the Outcast's shields being lowered. Gunboat shields do not, after all, turn themselves off.
I'm not sure why the bounty hunter who submitted these pictures cut out either side of his heads up display, but it shouldn't affect your ability to make a decision here.

These bounty hunters are getting a bit aggressive lately don't you think? Why exactly was he chasing him?
I'm glad you mentioned that some of the info was cut out, because I was going to ask about that otherwise. One reason for cutting out that part of the display is it might show that this vessel was not actually able to dock on Rochester. I'll be there soon enough and it will be easy for me to find out if that was the case. I'll be looking into this.

There is another one thinking he cans pirate junkers and attack us without consequences. This one is an unioner called "Van-Diesel", flying a Roc Bomber.
He caused heavy damages to my barge, the Junkman's Foundry, as we were heading to Puerto Rico. My pod was tractored by junkers not far from the jump hole, but several members of the crew died in the explosion.

I'll personnaly put a generous bounty on his stubborn head, and I hope his docking rights on our bases will be revoked.

Doesn't look like there was much left to dock. Even less afterward I would imagine. Rochester doesn't have the facilities to make those kind of repairs and the dock boys probably stripped it clean knowing it would never fly out of there. That was a pretty damn fool move of the captain to try and dock there. I'll go ahead and submit the paperwork to the dock crew anyway. They should get a laugh out of it.
