Today I encountered tons of pirates, but one of them stoped me, asked for me to drop the cargo and asked for 5.000.000.
Is this allowed? Can pirates demand both cargo and money?
That's far too much... If you weren't running and he didn't explain why (such as you were carrying Synthfood and he was Alliance/LBW), that's just being a douche.
Well, I was mining uncut diamonds in Omega-11 and this miner popped up on the scanner. I tried to run, he catched me, I tried to run again, he catched me, I gave him the cargo.
He asked for 5 millions after I dropped the cargo.
PS: Oh and the pirate was a Hessian Pirate Transport and I was on a Daumann IFF'd and ID'd Hegemon.
Roleplay wise - yes.
Rule wise - maybe. Depends on the involved factions. Deadly enemies can rip you away completly.
If it was indie pirate I would submit report and see if admins would think that it's PvP/piracy abuse
Well. He had no right to do it, if you didn't make any silly actions after giving ore away he had to let you go. Since you met his demands and thus rule gets into effect.
If you insulted him or made him angry in any way, your own fault mate.
EDIT: If it was second demand after you met the first just for sake of more profit, it's sanctionable.
I did not make him angry but his exact demand was:
- "Drop your cargo, pay a 5 million credits fine, then get out of here!"
I am pretty sure the Red Hessians hate Rheinland government and it's corporations sooo much, but still this sounds like an abuse to me. That's why I came here to ask the more 'experienced' players.

Mining in Omega 11 is already awfully hard. Pirating in such way just kills any try at it. Thus he not only damaged you fun, he probably damaged the potential upcoming interaction with other pirates.
