My reasoning is basically the same. As far as I'm aware, my character is the only remaining member of La Brise, and since the Royals kind of caught on to the blindingly obvious fact that we were playing both sides in the civil war, business is not good in Gallia.
So, in RP, with a newly opened border and a whole new market to exploit, I think it is only natural that those Corse who are finding Gallia increasingly inhospitable (and lets face it, empty of players) would move to exploit the new trade routes between Sirius and Gallia.
Whether there is foundation for that in the rules is another matter. Unless things have changed since I drifted off, the rules can snuff out good RP ideas like that.
As far as I'm concerned in RP terms, it is perfectly justifyable for Gallic unlawfuls (the Corse especially) to begin moving throughout Sirius.

So Royals can only stay in Gallia, corps can go anywhere, and everyone else can only go into taus/outcast space? I really don't see the point in that, though I can't argue much.
I had this very question on my Angel today, the person also mentioned the Corse gunboat dude. I had to do a search of the forums to ensure I was sure and I stumbled upon this.

This allows the ELF, IDF, & GMS to freely move into all of Sirius using trade ships and fighter/bombers to escort those trade ships.

The last two lines are now moot as the newer announcement gives Gallic corporations and the Council more freedom in movement.

And what about smugglers? Can Brigand smugglers try and make contacts with the Rogues or Corsairs? I remember that the Liberty Rogues have a trading group that pretty much spans Sirius. As well as th RHA. Can groups like the Corse, Brigands, and Maquis do this as well? Mind you, this is for trading purposes. Acts of piracy will not be committed during these routes.

The problem with the last admin announcement was that it was extremely unclear. Despite the many questions, the never made a proper announcement, explaining the details of what can and what can't happen. Right now, its just open for interpretation.
