Let's say the Mercenary ID - LWB cell is white and (hypothetically) we haven't any official LWB faction at the moment. Can the merc mount their guns freely?

In the absence of a faction, obviously all manner of people will be inconvenienced, so I imagine it's only a matter of time before someone makes a Molly faction to handle this important job. It's so important that clearly all other Molly priorities will have to be forgotten about.
In short, the requirements are the same - ie faction permission. In the absence of a faction, our thinking on who controls technology may need to be reconsidered. For now, consider those boxes red.
This could change. But possibly won't.
Also: anyone with proof of people cheating to keep activity up should post evidence or stop with the vague accusations. It's starting to sound paranoid.

But either way, as you can see, it generated a lot of confusion about that particular policy. It's probably due to every admin taking Dusty's quote differently. Dusty - Discovery's true agent of chaos :P
What confuses me is that one of the quotes is in Admin green, but by someone who is no longer an Admin and hence might be outdated, while the other is in regular white, but by an active Admin.
Also, that topic wasn't by chance spawned by a certain encounter in Dauphine I happened to witness?
