No. Just unfriendly. We see them as foreign invaders who must earn the right to fight against the crown and share in Gallia's wealth. But they're hypocrites who believe their muscle will let them do as they want.

Weirdly enough, I always considered Maquis a 'true terrorist organization', not 'we kill children with teddy bears'. What I thought is that Maquis are destroying civilian targets, yes, but only of those civilians who support the Royalists.
Thus, I can't see you handing teddy bears and killing everyone who gets one. I think you are trying to make yourselves look evil, much more then you should.
This is my only problem with this writeup. I think you should make a clear difference that you are not killing 'any civilians', but those who support the royalists.
Basically, more political goals, less 'we are evil killers'.

The whole point of the "killer teddy bears" was to make the population believe the Royal Navy was responsible for this, if I understood it correctly. They didn't kill all these people just for fun.
Well that's either very naive or very stupid. Who's gonna believe the Navy is killing innocent children and why?
Plus, terrorist organizations usually take responsibility for what they do, because the whole point is you know it's them doing it.

The Furby Day Massacre was an incredibly ruthless and brutal act, killing off children with teddy bears to prevent them from growing up into brainwashed Royalists.
Thing is Chopper, the Maquis -aren't- the good guys. If we need to cut a thousand people asunder to achieve our goals then we'll do so.
If you aren't blatantly against the crown, you're with them. That is the standard by which the Maquis operate.
