If by "public roster" you mean the actual forum name of members, and not just the character names, then I vote no.
There is no reason to reveal one's identity if he does not wants to, and if there is a problem with a specific member, the faction shared account or the Skype address of any member is always available.
But I agree that all ships and characters belonging to a faction should be listed somewhere, just not the actual player identities if they don't want to.

The admins/mods hold players accountable for their actions. We protect the community from people using Alts for the sole purpose of malicious trolling. Players using alternate accounts generally don't want to be identified and the admins/mods respect their privacy by keeping alts confidential.

Nope, not needed - plus too much hassle for me personally (pretty much everything is though) - I detest all forms of paper work relating to what is fundamentally a game. It's not like the community is lacking in ways of contacting the offending parties faction either.

Sanctions are visible, in part, to show the community that a particular rule violation was officially dealt with. Also, the fact that they are visible helps to provide a deterrent against potential rule violators. If someone wants to keep their identity safeguarded, then they need to abide by server and forum rules.

By violating the rules, they forego their right to anonymity. Of course, in many sanctions, the one sanctioned isn't required to post with his main account, thus revealing himself.
