To Arbiter Crow or whomever may be receiving this transmission,

I am here as a representative of the Vereinigte Widerstandsarmee, foremost paramilitary of the Bundschuh. As I had attempted to negotiate with Arbiter Crow but received no "sympathy" for our current plight, I will keep this proposition... To the point, as "businessmen" such as yourselves might prefer.

I have full confidence that your Congress with its access to the better part of Sirius might be able to aid the Widerstand with an important endeavor.

Specifically, I will require Six-Thousand units of Light Arms delivered to Eltmann Outpost, Munich. It is located at the Southern Edge of the Schwarzwald Cloud and is a relatively secure post of operation for our forces.

I must make a few requests as to the quality of the Light Arms:

• Please attempt to keep the number of Liberty Navy Serviceman Arms to a bare minimum. Rheinland is currently undergoing a massive repulsion of all things Libertonian, to the point of a witch-hunt. I do not wish for that kind of burden put on the Bundschuh.
  

• Nonlethal arms as an alternative to light (not necessarily military-grade) arms are perfectly acceptable. I extend special preference towards Detroit-Grade Shoulder-Needlers and Standard-Issue Police Electro-Tasers. Casualties are not the goal.
  

• None of the arms must be too high of a caliber. The last thing my forces need is an errant shot decompressing the room they're in.
  

I am assuming that the glut of arms from Liberty would be the easiest source for these arms and equipment, but they may come from wherever you choose. The Head Quartermasters of Eltmann will reward you well, but if necessary I can append an additional stipend of credits for your invaluable services.
