Are you trying to say that can you be allied to the Nomads and Wild in open SP/Campaign mode?
Well in campaign mode, no. In the story its a set story that the Nomads wish to catch and possibly infect you. Or just blow you apart.
You can on the server be allied/or become one (with good RP), but you'll need admin help for the reputation.
In openSP you can be allied to nomads and wild, but I think you need the Ironcross save game editor. Run a google on it and you should find it, just alter the reputations to friendly.
That is quite clearly English, Tenacity. If you took the time to actually read through it you'd maybe get a basic understanding of what he's trying to say. not saying that is the correct translation but its the closest i can get
and you need Ioncross to alter the reps in openSP but as for on the server you need a really good RP story and admin help
Are you sure that Nomad rep is still locked? I noticed mine going up pretty much after killing a lot of Xenos during the last time I had to fix my rep. But maybe it was just a bug, because I can remember too it being locked...

Short answer: Kiss a lot of blue butts.
Long answer: Keep RP'ing and getting shot at until the keepers decide to 'notice' you, then cross your fingers and hope they like you enough to let you in.
You'll have to goto the Special RP request forum and ask for a Nomad ID...however I'm not sure Admins are giving out Nomad ID's. To be a Keeper (basically the same as a Nomad), you'll have to RP well and maybe write an RP story (not too sure how to get into the Keepers, since im not in it and its invite only).
