I have an idea of a faction that could actually be RP valid, while operating throughout whole of Sirius.
What would it be?
Mercenary Exchange - a faction housing many mercs from all around Sirius, getting them jobs (most from the bounty boards), and taking a part of it as a faction fee, but in exchange would be supplying said mercs with any needed equipment and/or ships.
Making a new ID - The Exchange ID, making them capable to:
a) Freely engage any mission target, after confirming its viability (these are the ships you are looking for)
b) Engage in self-defence or in defence of an allied trader or base
c) cannot engage in any unlawful actions exept as described above.
d) cannot dock on any stations or bases not belonging to the Exchange
e) can freely engage Nomad players
That, combined with forced white rep with all Sirius factions could make some interesting RP opportunities...
It's just a wild idea - I have neither the funds or time to make something this big (it would require at least one base in each of the Houses), but I thought I should share it with you guys.
Really not interested, "may freely engage mission target" faction would never have anything beyond single-line-engagement rp-wise. Also, major thing is which bounties are considered legit. White-to-everyone is just not possible for various meta reasons also.
So, which bounties will this faction take?

Just go and do something useful for BHG cuz only, I repeat, ONLY Vanilla factions deserve to be active and prosper, not completely new and small-time freelancer groups that by miracle have unlimited ZOI, lots of targets on both lawful and unlawful side and much better tech then BHG.

As for small-unit tactics, is that the only deciding difference? If a corsair or molly group (for argument's sake) were to decide to only use small-unit tactics, would it too go unmolested by adminy powers wherever it roamed?
Traditionally, complete freedom goes along with very little power, yet in the SCRA we see both to a very, very large extent.
As for the roleplay logic of small-unit tactics, until very recently, their entire front doorstep was a solid seething mixture of redisded Corsairs and Baffers, and the vast majority of the galaxy still hates the SCRA. Small-unit tactics would only take you so far when you're hated by the lawfuls (who control the jumpgates, mostly) and unlawfuls (who control the jump holes, mostly)
Not to argue that they should have a tiny ZoI (given their location in the Edge and the travel options it affords anyone, they most definitely shouldn't), but Liberty? Kusari? Deep Gallia?
Those are twenty minute treks in game time, far outside what would be considered canon for anyone else save the Zoners or junkers or some such neutral rot.

There is already such a mercenary faction as the one you describe.
It's called the Bounty Hunters Guild.
There's also the Sirian Merc Board, run by the reavers and/or IND (i never quite figured out which one it was).
Disco here tends to shy away from sirius wide factions without significant lore behind them, and especially anything that might seem like a Sirus Police Force For Good and Justis.
There are plenty of merc groups out there, not to mention smuggling groups, intelligence organizations, and various persona of shady means and or methods that would love to have more people.
