there is always need for people indeed - the qualifications are similar to the admin team : you should be active, open minded, constructive
i suggest you PM cannon or AD or blodo - as they are currently the lead devs. ( coding / general for canon, model submissions and i don t know for AD, balance for blodo, leaving out Xoria for economy - cause i m not sure if he still exists or not )
for story contributions - you need to be very objective - better not a cynic - and also mainly free from - lets say... skype ties too much. but someone who has a good understanding of ALL the story and how the factions interconnect is always welcome i guess.
keep in mind that much of the lore about stuff is also provided by modellers and the balance team - uh, actually its usually a joint venture in terms of story basis but it needs someone to make decisions - and take responsibility for them.
so - yea - contact one of the lead devs with exactly what you can - and what you are willing to do OVER A LOOOONG PERIOD OF TIME - dev work does not end after the enjoyable bits but stretches to the bits that become a chore.
Any way to contribute to a very specific part of the story through storytelling? (Of course in the meanwhile staying as objective as possible, like I used to be)
Station component positioning has become trivial now that FLModStudio has a WYSIWYG interface for it that shows exactly what is where. Infocarding remains a problem for some systems...

Editing, proofreading and fact-checking, or content creation?

Editing, proofreading and fact-checking
id be happy to help with editing, proof-reading and fact checking.
I wont to double ask Bindo's question.
It would be nice to give more proper details like "job description" so people can check if they can fit in and stuff.

(yes, i've seen enough of those lolduels, where house military with overwhelming force on the field willingly loses a pilot in a duel. ffs.)

Given the past record of interactions with the Dev Team I'm beginning to think they need a project manager most of all.

Proofing/editing/checking can be done relatively quickly by a literate and knowledgable individual. Creation is an order of magnitude more laborious.

Frankly, I'm not particularly impressed by replicating The Ring in Manhattan orbit with some minor tweaks. Regardless, we're not adding systems to the mod; I would say we've got enough talent in that area to manage quality control of existing system content.
