Livadia administration offices located on the highest level of the station, to avoid all noise of factory sectors, where machines altogether with humans assembling ships.

Usually meeting room was used only for shipyard and family cases, but now the place was prepared for unusual meeting for the offices, it will be first time as non Phoenix people will entrance this place.

Christian gave a last orders to the crew for preparing the Hyperion mooring protocols. - Here we go. He thought it's been a long time since been any official talks between Zoner leaders.
While Hyperion slowly and carefully getting closer to the mooring point of Livadia, Christian quit the bridge and gave controls to the computer and moved off to the docking bay.
While he walked through corridors, bays and laboratories and greet the crew, he planned how and what he should to say to the colleagues of the TAZ and OSI. He wasn't sure if all of them were well informed about incidents ongoing in Omicron - 74, moreover, our databanks has lack of details ongoing in Omega-49 conflict. - We're damn busy last time here. Bumbled Christian.
Hyperion finally reached mooring bay of the Livadia, docking bay was sealed. He took first flyer and set course to the elevator, which going to the upper levels of Livadia, travel though factory sectors.
Finally he reached elevator which going to the higher levels, and his mood changed to a better. - It's always good to be back...
He passed though offices and reached meeting room. It's been unusual silent. He took his place on the seat, and thought to drink some wine, but poured some water in the glass and start awaiting for a guests.

Emerging from the jumphole out of Theta, the Deep Diver begins a slow turn towards Livadia Shipyard. Duncan sits in his office aboard the OSI liner, reviewing what data was available on both the Phoenix and TAZ. The intercom panel to his left suddenly blared to life, the captain's voice coming through it loudly.

"Sir, We have cleared the jumphole. Course set for Livadia at maximum speed."

Duncan pushed the button to speak without looking up from the PADD he was reading.

"Very well, Mr. McRearden. Inform me when we approach the shipyard."

Lifting his finger from the intercom, Duncan turned his full attention back to his research. OSI's databases held a good enough amount of information on TAZ, the two groups have had many dealings in the past. However, Phoenix was somewhat of a mystery. All that was really known of secluded group was that they oversaw the work on Livadia, and tried to safeguard 74 from threats. It was also believed, from accounts taken from former CEO's, that Phoenix was a remnant of the Omicroners. Looking up from the PADD, Duncan glanced out his window to see Planet Tirane glide silently by. Continuing to watch, he sees Livadia Shipyard slowly come into view from around the planet. The intercom blares to life once more.

"Sir, approaching Livadia Shipyard. Requesting your presence on the Bridge."

Placing the PADD on his desk, he reaches out and presses the intercom button.

" Slow the engines to impulse, I'm on my way."

Duncan rose from his desk, and walked pointedly from the office. Navigating the corridors was a simple task, he knew these halls well. Once at the central elevator, he stepped inside. He reaches into his pocket, producing a small key from somewhere within his suit. He inserts this key into a small hole in the control panel, and activates the CEO override. Pushing the button for the bridge, Duncan stands silently as the elevator moves swiftly upwards and soon arrives at the bridge. Stepping out onto the bridge, Duncan surveys the room. It is busy with activity, the crew preparing for mooring and attending to other duties. Duncan walks to where the Captain stands and looks out the viewing window to see Livadia looming a few klicks from the Deep Diver. Reaching to his right, he activates the ships comm array.

" Livadia Shipyard, OSI Liner Deep Diver requesting mooring clearance."

The comm array crackles with a response.

"Deep Diver, Clearance granted for mooring point 4. Proceed at present speed to 1.5k, then slow to one quarter for mooring."

Duncan signaled back an affirmative, and nodded to the captain. Immediately orders were shouted and procedures were implemented. The Deep Diver swung around with practiced ease, and soon was inching toward the main mooring hatch. With a small shudder, the ship contacted the mooring point and engaged its magnetic locks. Duncan left the bridge, and proceeded to the main hatchway. The door hissed slightly as it opened and the pressure equalized. Stepping through the doorway, Duncan strode through the hatchway, and soon arrived at the other side. There he was met by one of Livadia's dock controllers, who offered him the usual hospitalities. Duncan declined, he was not here for a pleasure visit or a drink from the bar, he was here on business. Asking where the meeting room was, he received a few strange looks. He was told that under normal circumstances, only Phoenix were allowed on those levels. He looked to the dock controller, and explained his invitation. Soon after, Duncan was headed for the elevator that would take him to the top levels. Once inside and moving upward, Duncan's thoughts turned inward, he wondered how this meeting would help Zoners as a whole and what would come of this meeting for OSI. He mulled the information gained from his research as the elevator came to a stop and the doors opened. Duncan stepped out, and following the directions he was given soon arrived at the meeting room. He stood outside the door for a moment, steadying himself for the coming meeting. His apprehension ran high, as meetings between Zoners rarely remained cordial, and even more rarely ever got anything done.

Well, here goes he thought to himself as he steadied his nerves and reached for the handle of the door. He walks into the room, and seeing a man already present, walks toward him. Duncan takes a seat near the man, gets a glass of water, then turns to him and speaks.

" Judging by your lack of robes, funny hats, and eccentric demeanor, I would hazard a guess that you are not from TAZ. Which would make you Christian Burton."

Duncan extended a hand to the man.

" I don't believe we have ever formally met. I am Duncan Stow, CEO of Omicron Supply Industries. Pleasure to visit such a fine installation as this."

Duncan sat back, drinking his water slowly, waiting for the TAZ leader to arrive and the meeting to begin.

Christian smiled politely and stretched his has for handshake.

- It's pleasure to meet you, Mr. Dunkan. Hopefully your travel been without any major incidents.

Christian turned back, and sat down in the chair, took his glass in left hand.

- So, Mr. Dunkan. how it going in OSI? Hopefully everything alright in your company?

While Christian spoke, he started to imagine a towns and villages on Gran Canaria which doesn't exist anymore.

- And conflict which ongoing in Omega - 49, any there any fresh news? Our trade ships wasn't able to reach this region for more than week, probably our databanks has lack of the details.

Christian poured some water, breathed and continued.

- As long I cant remember about any official data exchange between our groups, feel free to ask about Phoenix, our lifestyle. Although I can remember we had some talks with a Victor from OSI, but it's been awhile. Christian smiled. I bet, you are curious. As long you can remember, many of us are former member of Zoner Trading Consortium and Omicroners, but there's end our similarity. You can call us vagabonds, and it's part of true... Said Christian and smiled, carefully looking at Duncan reaction.


- Lets use our time for something useful, until TAZ representative arrives.

Rackam steered his personal ship... the Zen Clipper, away from Freeport XV in a lazy arc toward the general direction of Omicron Kappa Jump Hole.

"Should be hereabouts.....Ah!.... Livadia..."

Contacting the Base Controller, he was quickly routed in via Dock 4 and left his ship for the mechanics to service.....

Checking through security and Reception, Rackham was led along a series of corridors and elevators to where he sensed was "up".

A door swished gently open....Striding swiftly forward, Rackham introduced himself to the room...

"Ah... Duncan! Christian! I presume! Good to be here, thanks for the invite, it's been too long, we should have got together before."

Knowing the import to Zoner Faction accord, Rackam was all eyes and ears as he took a sip of the offered tea and levered himself into a nearby chair.

"Well now, before we start, I reckon this meeting is a precedent among Zoner Factions and I'm proud to be part of it.

Thanks for pulling it together Christian, and to you, Duncan for being here, we're all busy men. But I'm willing to take as much time as is needed between us to conclude our business. Let's talk, we got plenty to go at......"

As John finished his enlightening speech, the door slid open open as a trio passed through, two in security armor and another in robes. The thrid signaled the other two out and the doorway closed once again, the robed one walking behind John and placing a small datapad beside his teatray. "Everything is in order John. The area is clear as you asked for these discussions." It was Pope Brettonias, walking away from John's side and placing his back against the nearby way, reaching up and beginning to mess with the pick in his maw as he followed Ambassador Rackman's earlier orders. As his voice was kept still, he peered over to Mr. Ducan and Christian, giving them both a solemn nod as his silence was granted for the meeting.

Duncan smiled, returning the warmth of his host.

"Things in OSI continue as they always have. Very little changes except who is paying the bill."

Duncan chuckled a bit at his own joke until Christian asked about the conflict. His face darkened, his demeanor looking strained and tired.

"Fortunately, the conflict seems to have ceased for the moment. The whole situation wasn't looking good for a while. There was talk that the Corsairs were attempting to conquer Gran Canaria. They seem to have left for other targets, rumors put their fleets in Omega-5, but I am not leaving things chance."

Duncan listened to Christian talk about Phoenix, and who they were with interest.

" Ah, Victor Cross. A great man in OSI's history. Shame he had to retire, but I hope to live up to his legacy as CEO."

Christian reached the point about the Omicroners, causing Duncan to raise an eyebrow, a look of joint concern and curiousity crossing his face.

"You'll have to pardon my saying, but I truly hope the name is where all similarity ends. There was much bad blood between the Omicroners and OSI. Bad blood that is best left in the past."

Duncan smiled.

"Regardless, this is a new time. Time for new relations and new friends. You say you're vagabonds? Didn't your group have a station in the deep omicrons some where? Vagabonds don't usually have such-"

At that point, John Rackam entered the room in a manner befitting a member of TAZ, at least Duncan thought so. Duncan waited for Rackam to finish speaking, then smiled and spoke himself.

" Indeed, this meeting is an important event for the Zoner community. It will be even more so if we can actually get something settled. The contact between us has been far to sporadic of late. With ever increasing problems on many fronts and areas of the Zoner community, it is about time we met and settled these things."

Duncan paused and took a breath.

" We are all very busy men, so lets not waste time with idle banter any longer. Christian, since you called this meeting perhaps you would care to begin?"

Duncan sat back down, his gaze directed calmly toward Christian, waiting for him to speak.

While Duncan started to talk, Christian received a signal, TAZ guests are coming. He deepen in his thoughts for a moment, but then started to listen carefully what Duncan saying and looked at him. He give a impression of wise leader, and it gives opportunity of a deeper cooperation between us.

As John Rackam entered room and greeted us, Christian smiled politely.

"John, it's a pleasure to meet you in a such place, please have a seat. I won't waste our time for useless talks which are going to nowhere, but we should to discuss few sensitive topics, and it may take awhile."

"Dunkan, we shall talk about this later. Perhaps, after discussion of main topics of this meeting. Probably TAZ would be interested to know what's Phoenix, how we are running, and what we are do."

Christian smiled guardedly and started announcement.

"My friends... I glad to see you've arrived on my call. All of us are enlighted and even been of part of conflicts ongoing in Omega - 49 and Omicron - 74 systems and it's a main reason of this meeting."

Christian took a breath and continued.

"I guess, there's a chance to end this chaotic movement, a murders in Zoner controlled space is last thing in what we are interested. Nonetheless, before to discuss a probable solution, I think it's a good way to share latest news between ourselves. We should be well informed about both cases before going in next step of discussion, so, please tell me, what are you thinking and how you are would react if things went again out of control, would you support a operation against aggressors?"

Christian looked at John and Duncan. For a moment Christian looked a bit harsh, but reaction was well explained in a light of passed events, which bring thousands of deaths.

"Please, do not worry. But we should be well prepared for a worst scenario. As we cannot say much about conflict ongoing in Omega-49, we can say alot of what happened in Omicron-74."

Chiristian face was filled with charity and he again started his speech.

"These, so called "Zoner Alliance". While they appeared in 74, they looked as saint cow and being nice. They ensure us their installations only will serve in purpose of defending our home from the Nomads, and we hadn't a true reason to do not believe them, since i cannot remember something like that what's going on now."

"To be honest, we hadn't any rights to pull out them with these bloody bases, since we've lost control over Omicron-74 awhile ago... I'm a bit digressed."

Christian paused for a bit, and sip some water.

"And conflicts raised. they started to engage random targets, some Order ships and then switched to us with no reason. I even cannot remember how many time we tried to stop them by diplomatic negotiations. Many recognize all of these conflicts as separate, but it's not true. The ZA are instigators of war and cannot be trusted anyhow, time shows."

Christian decide it's enough for a moment and switched to another conflict, before emotions will able to take over.

"As for bombardment of Gran Canaria. It's a horror. And hopefully no one from the side of Corsairs or SCRA will want to do hard for the planet again."

And finally Christian went to heart of the things, he stopped his speech for a moment.

"Gentlemen, these conflicts similar in one thing - we cannot protect ourselves."

Christian gave a signal to colleges it's end of his speech.

"Please, share you thoughts."

Duncan gave a slight nod to acknowledge Christian's request to finish there conversation later. He then settled into his seat, and gave his rapt attention to Christian's speech. Duncan studied his colleague from Phoenix as he spoke, gauging his reactions to his own words, his conviction and sincerity. Duncan watched and listened as Christian spoke about the ZA, as he spoke about the problems facing the Zoners as a whole. Once Christian had signaled he was finished, Duncan raised a hand to indicate he would speak next. Standing from his seat, he looked from Christian to John, his gaze reflecting the hardened diplomat within.

"Gentleman, The recent events in both 74 and 49 have indeed been troubling. Both of these issues raise the issue of the apparent inability of all of us to defend ourselves adequately against aggressors."

Duncan turned to look at John.

"As TAZ holds a somewhat isolated position when it comes to matters concerning the Omicrons and Omegas, I assume that your people may not be knowledgeable concerning either recent conflict. As Christian has already explained what transpired in 74, I will describe the events in 49. You may have some information concerning this already, as I worked with Doctor Holliday during the whole fiasco, so feel free to stop me if you already know something."

Duncan took a breath, readying himself for the explanation.

"From what I can gather the entire 49 conflict began elsewhere, perhaps even within 74. The Corsair Brotherhood's flagship 'Artemis' was apparently out without proper escort. What they were doing I do not know, but there was a suggested link to the ZA. While the Artemis was doing whatever it was doing, it was found by a SCRA bomber wing, who made short work of the Mighty battleship. While in normal circumstances this event would be little more than another skirmish between the two foes, also present were several unnamed Zoners. These Zoners refused to enter the conflict when the Artemis signaled for aid, thus angering The Brotherhood. Soon following were the Corsair declarations of Martial Law in 49, as well as orbital bombardments from both parties. The Brotherhood had chosen to not only blame the SCRA for the lose of its flagship, but the Zoners as well. I ordered OSI security to defend the Planet and prevent any bombardment from any source, a task they met with some success."

Duncan looked at Christian.

"The similarities in both the conflicts that plague us are that diplomacy has failed, and we lack the means to field enough military firepower to make ourselves heard."

Duncan placed his hands upon the table in front of him.

"The question is, What do we do about it? Zoners as a rule are less a people, and more followers of a way of life. No two of us think or act the same. While in most cases this is a benefit for all involved, in matters like defense our scattered and varied nature works against us. Lacking the proper structure and resources locally, we cannot hope to compete with our stronger neighbors. Regional affinity often becomes relevant, with a Tau Zoner not very concerned with the problems of an Omicron Zoner. How can we solve this issue? I see that we have two choices."

Duncan looked from Christian to John.

"We can either attempt to unite all Zoners as one entity, or we must establish some form of leadership and control in areas vital to continued Zoner operations and Freedom. As I am sure you both are aware, efforts to unite Zoners invariably fail. There is simply too much difference among us for unity to ever be achieved. And so we are left with but one option. We must establish control over vital areas for all Zoners."

Duncan sighed, and lowered himself into his seat.

"Christian, I can understand your struggles with this ZA group. But in terms of support should things escalate again, OSI will not be combatants. We will support your decision and provide logistic support as needed, but OSI combat vessels will be strictly guarding Zoner stations from attack. I have not involved OSI in the matter thus far, and I have no intention of doing so now. Especially given the threat we have upon our own doorstep."

Duncan returned to leaning on the table, and with a slight wave of his hand signaled he was done speaking.

Rackam stood and paced to the large portal overlooking work at the shipyard and after a second or so's pause, turned to the others.....

"Hmm....well, the TAZ heard a great deal about the conflicts in O74 and O49 through Br. Brettonias and Doc respectively. Also, the Order provided us with regular intel. in the case of O74. ... So we know how dynamic these situations can be and how easy it is to become embroiled when you happen to be local to the conflict.

Gentlemen, you both have good points and we three and our people have slightly differing aspects to all of this. The TAZ are... slightly more remote as you say and also face the potential threat from Gallia, which makes us reluctant to disperse our fleet too far from Baffin even though we have capital ships for support. However we would review each situation on a case by case basis. And I can pledge that if we find ourselves in a position to be able to assist in a conflict, where either of your Factions are wronged, we will do so."


Gazing at the OSI Chief, Rackham continued...

"Duncan, the TAZ understands your position with regard to provision of firepower in the event that the Phoenix or ourselves come under attack, it's our understanding that the OSI fleet is limited in terms of capital ships and so, in terms of your offer of defense assistance, we would be grateful for any support you can muster."

And looking at both men...

"We've seen how attempts to unify all Zoners have failed so badly in the past, so I don't intend to expend any further energy in that direction, but instead, if we can reach a tripartite agreement here, acceptable to our three Factions and stick to it, I believe Zoner heads will turn and see what can be achieved. Christian, part of this would be mutual exchange of technology and engineering capability for Zoner capital ships"

Rackham raised an eyebrow...

"Gents? Your further thoughts? What d'you say to the concept?"
