It has been noticed that the Vagrant Raiders, in all our confusing diplomacies, are not actually on your global shoot-em-up exceptions list. This has led to some... unfortunate incidents between rogues and raiders in the Humboldt system.
The Raiders make no intent to commit acts of piracy in the Humboldt system, you see. Most of the people who go through that system, we don't care about. The only ones we do are wielding the transponder tag NO-. These are civilians of Natio Octavarium, and are often unlawfuls looking to settle down outside somewhere they're on the run from.
None of them are, like, Corsairs or anything. Corsair refugees get turned away. Anything else would be inhumane, heh.
To sweeten the deal, we have a fair number of transports with... interesting communications equipment that can get through most blockades that usually only lawful and smaller unlawful ships can get through. We would love to bring goods en masse to outlying Rogue stations and outposts like Fortaleza and Padua. Y'know. If you want it. We'd be happy to oblige.
Well, I was waiting for something like this to show up.
I had been turning a blind eye to that for a little while now, but here we are.
Basically, I assume you know what the problem with operating in Humboldt is?
Its Rogues turf.
We don't like people operating in Rogue turf to make any kind of profit.
If you aren't there to pirate, what are your intentions?
And by this I mean what is it you are going to be doing there?
Obviously not to enjoy the view....
We have civilians in the system. Frequently. Some of them export silver ore. We've seen a lot of activity of unregistered vessels of no particular organization going in and going out, and then hearing from our civilians about being pirated.
This... kinda isn't good, because generally the cash demand is followed by "or your life".
So really, we're only interested in protecting Octavarium civilians and corporations such as Aquila Defense Systems (transponder tag ADS-).

What will Rogues get out of it?
The offer of goods delivered is nice, but that still costs us.
What can you offer us that will make it worth our while to even consider it?
You've probably seen that Osiris floating around Humboldt near your hunting grounds. LNS... something. And cruisers. And dreadnoughts. And other Liberty warships.
They'll go away real quick.
Now, as for the rest of your folks and stations... We've got an act to keep up so we can't assist you against the Navy or Donuts 'R' Us, and we're really interested in logistical warfare, so how about we offer you this: All goods-shipment costs to the Rogues are zero; the Raiders will reap no profit. We'll bring you anything you want -- except cardamine and slaves -- for free. Just talk to us first.
A'ight, we heard 'bout how yo' like Humboldt. But we like Humboldt too, y'know what I'm sayin'?
Sure, yo' gave us some meds. That was p'nice. But, I'm ;'fraid that ain't gonna be enough homes. We care 'bout credits: the miners and haulers that come like lil' sheep to Humboldt's fields got loads of money, hence why we pirate them. Much to yo' distaste. Guess we're cold?
So I guess we're gonna have to come to an agreement. Here's a lil' plan me and my crew made:
ALR| Tagged ships are allowed to shoot/pirate in Magellan and at the Kansas Jumphole in Magellan.
ALR| tagged ships will not shoot any NO tagged vessels in Magellan, Kansas, Humboldt, California etc.
ALR| tagged vessels have the right to pirate Miners and Haulers Humboldt and will be left alone by VR- tagged and NO- tagged ships whilst doing so.
Those terms sound sour, but they fatcat Miners and Haulers get us a lot of money. That money is used fo' our interests.
I'll await yo' response to our terms.

We accept that. I mean, we'd prefer if you didn't shoot in Kansas at all -- except at like, the Navy and stuff -- but we can roll with this for now.
Fair word of warning though: Some of my civilians have been talking about the fields getting drier and drier every week. We're both gonna have to find something new to make money off of soon, it looks like.
Also, if you could be throwing ADS- tagged vessels in the no-shooting list, they're a corp of ours. They make ships and guns and stuff, which you may be able to take advantage of one day, know what I'm saying?
