Make a new POB shipyard module that requires a new core lv - 5. Put a big shipyard frame on the station model at lv 5.
Shipyard builds one ship at a time, until it's sold no more ships can be made, or it can be destroyed to make room
Base admin determines which ship to be built from a list
populate the list with anything you want... restrict what's available to be built by the base's faction ID
Boom, now you've got
1) a solution to the problem of 'too many ships, not enough sellpoints'
2) virtually limitless potential to put ships in the mod. the only limit is how much work the devs are willing to devote doing all of the things required to make a new ship. no more competing for which model the community likes better and the old one disappears.
3) server activity, because to build the ships you can't just throw money at an npc, you have to deliver the commodities or pay players to deliver them for you.
4) You could potentially remove all of the best ships from npc ship dealers. Or, make the ships bought from POBs better than what you can find on npc bases.

not really, if the whitelist option be scrapped and the usual player rep/id/iff determine who can dock on a base then itll work, i.e. if your hostile to that faction you wouldnt be able to dock anyway, if neutral then why not, but then again thqat would still make indi caps, so perhaps a white list kind of thing will still have to be made
i would change the part about limiting a ship build until its been sold, i would say, have enough commodities stored in the base so that if a ship was sold then, if theres enough for another then it can be sold aswell
this does sound like a good idea, then military/guard factions could control what ships are allowed to be flown, i.e. no more indi battleships, it would be controlled by the leaders of the faction, THEN proper RP will increase/made/created
Hmmm this discussion is already going down a path I hadn't intended. I only wanted to propose a means of stimulating server activity, to make POBs more important, and to open up the means to grow the mod's pool of ships. Not to start a discussion on limiting who gets access to what. This is counterproductive to stimulating activity and elitist.
Honestly I don't see the 'indie capspam' people complain about. Most of the ships I see flying around are snubs, freighters, transports.
I'd rather have them construct MK III ships, which are 20% more powerful than our current ones, but are destroyed upon death. Moneysink for pvpers.

The base would consume mats from its inventory to build the ship, just the same as it works now with POB equipment. As long as you have the storage space you can put whatever commodities you want on the base.
The important thing is to make sure the ship ends up being sold to the person it's supposed to.

good idea
If the faction leader/base owner doesn't like you it doesn't matter how good your RP is. He will simply say, 'nope', and I'm sure the admins don't want more drama, one more thing to have to police.
And there are plenty of indies that roleplay as good as, or better than, official faction members.
