Doctors were baffled. By chance, they made a genetic scan of a critically ill pilot and made a startling discovery. His genetic codes had been altered. Outcast DNA contained strands identical to that of the orange grasses that covered the planet -- from which Cardamine was derived. Trace amounts were present in everything on the planet, from the air they breathed to the water they drank. Once pilots made lengthier journeys away from Malta, their bodies went into shock, followed by death.
The Outcasts were now truly separated from the rest of humanity -- changed so that they could never expand beyond the planet on which they had landed. They needed the Cardamine now, like air or food or water. But with the origin of the sickness solved, they could at least compensate by carrying supplies of Cardamine with them and resume their exploration of their surrounding systems.
When they encountered the rest of the Houses in the seventh century, a new strategy emerged. The Outcasts would deliver the poison that would rot the other Houses from the inside out and grow rich from the profits of their trade.
Today the Outcasts conduct a lucrative drug-smuggling operation using the network of Jump Holes to escape detection and transport their product into the heart of the House systems. The Outcasts remain relatively few in number; a crash in the birth rate seems to have been another side effect of their genetic modification.
A new development has been Cryers continued efforts to create a synthetic version of Cardamine that would be approved as a legal medication within Liberty. This poses a direct threat to the Outcasts' source of income. The Atka Research Station, with nearby access to Edge Nebula clouds, is the most immediate threat to the Outcasts. The location of the base within Corsair territory has brought the Outcasts into conflict with their ancient brethren.

Omicron-85 is off-limits to any non-101st personnel, with the following exceptions and conditions:
Reapers of Sirius, Shadow Outcast Brigade and Blue Lotus Syndicate craft are granted access to Omicron-85. Purchase of the Outcast Dreadnought is forbidden without consulting the 101st.
Independent Outcasts in fighters or lower are granted access to Omicron-85, excepting Corsica.
IND are to be granted full access to Omicron-85, though they should be under escort to do so. Thank you for the flowers, Mr. Simon.
Independent transports should not be within Omicron-85.
All purchases of capital ships in Outcast space (Including Omicron Alpha, Omicron Beta, Omicron Eta, Omicron 85, Omicron 80) are hence deemed illegal without the direct consent of the 101st. Failure to compy will result in appropriate sanctions including but not limited to the reappropriation of the hijacked craft by any necessary force. This does not apply to official Outcast factions (at this time the RoS, the BLS and the 101st), except where stated otherwise.

The 101st caps in question were pursuing a renegade set of Outcast capital ships stolen from the shipyards that acknowledged they were willingly disobeying Outcast directives (like keep capships away from NY's bases since they die all the time). The 101st ships will be redeployed back to Malta when this has been dealt with.
However, you have a fair point, the LR has plenty of bombers and can probably handle these things. On similar note, that reminds me to post more of Rose's story so I can get the LR-War.of.the.Roses setup and provide some serious artillery should the need arise.

Capship registration, simply...their job is to chase the ULQIORRA-{Cero} and associated Destroyers, all of which are stolen, out of space. They're basically sitting at Buffalo until the targets are in the area, at which point we blow them up and make a beeline for the exit. We never had any intention of engaging Liberty lawfuls, we're trying to make things as unobtrusive as possible.
