Order missions

I've read in several posts about rep fixing that the Order don't give out missions, well I docked my Zoner Destroyer on Isis yesterday, popped into the bar for a pint of old mother omicron's shield destabilizer and hey presto an Order mission, how come?

The Order does give missions, but only one at a time from Battleship Isis.
So if someone is doing missions to get rep it will seems to others that there are no missions.
