I got this few months ago, and I was very happy knowing I can play FL again lagless.
It can run Battlefield 2 , Euro Truck Simulator 1 and Halo 2 no problem.But Freelancer does have problems.
I am able to run FL at default screen resolution, which is 1366x768.( I launch FL via Discovery Launchpad )
When I play, FPS is always 60, at some parts goes down to 40.So, when I am flying, everything is perfect except that every 3-4 seconds, the entire game skips a moment, and continues normally afterwards.That normality lasts for 3-4 seconds until it happens again.A lag spike, so to say.
I had similiar problem with Halo 2, but I solved it by runing it in compatiblity mode for Windows Vista.
I tried to run FL in all kinds of compatibility modes, and even as administrator, but that doesn't help.
Making the resolution smaller, doesn't help.I will try to make a video of this.
Maybe skype spam does it ? Did you try to play without any other programs running ?

It's a GPU related issue that is present in some systems using AMD GPUs.
I solved it by running Dxtory (a video capture application) in the background. You can also use it to reduce mouse lag by limiting the frame rate to 59 FPS.

Playing at a framerate higher than 60 (I personally cap mine at 120, although my system has a tendency to fall over the second stations start chainfiring or a few capitals enter the fray) does make the game feel a lot smoother. Not sure exactly why.
You're talking about FPS 'spikes' though, yes? Not actual lagspikes? The latter are very common as of late, and a server-side problem.
