I was just playing online just a while ago when I sent a Private message over to a Liberty Navy officer requesting information about the current safety in the NY system for traders (I know I should ask the LPI but there are never around). I've only done this a handful of times in the past and I've been rewarded with 2 or 3 of them that responded. notifying me about a sighting of a pirate or two, or that the system was safe(Once a kind officer escorted me in his gunboat to the edge of his jurisdiction). More often than not, I don't get a response. Of course any trader worth his wight in cargo will proceed without a second thought. I've been held up 5 times in 2 days (actualy the lasts time, I payed him an extra mil and a half if would escort me through the system and on the return trip too). I've been blown up once, which was exhilarating and frustrating at the same time. exhilarating because it's been a while since I experience battle, frustrating because I had to limp my beaten transport out of the system with 2 mil of cargo splattered across the system.
Any-who, I propose this:
A group of volunteers that are willing to sit in a system and direct traders that go through their system and relate to them current conditions in the system, EG: sightings of pirates and where, and current trading policies between houses. Sort of like a freelancer version of Air Traffic Control (ATC) instead, Space Traffic Control (STC).
the rules- if anyone likes this idea -are as follows
STC is only limited to the House Systems (Liberty, Kusari, Bretonia and Rhineland) and cannot operate in the border worlds. To those who volunteer, don't expect to be paid, if any, and stay on your toes, Pirates will probably target you so they can take out the network. Also, keep a pen and paper handy, you will be issuing a Squawk code when they launch or from a border world and forward it to the STC in the next system
{Oh and traders, if you happen to bump into one of your STC agents, don't forget to give them a tip}

My only concern is that many indie pirates don't have recognizable names. The STC will be sitting somewhere, publicly announcing (or prompting in conversation) the presence of traders and their names, while some pirate with an inconspicuous name - who STC does not yet recognize as a problem - lies in wait.
The idea of "pirated sighted near..." only works if the pirate stays there for any period of time. Plus, once they know they've been sighted - and necessarily scanned - they'll move.
It's Not "snitchin' " if anything it's and advanced warning system, however, pirate does come across an STC agent, they can do one of 3 things, A. Bribe them. B. threaten them. C. Shoot them.
A Provides the problem of corruption which could be dealt with by officials of some sort.
B and C can be used to disrupt the advanced warning system and completely shut one of the system down.

That's sort beauty of it. It leaves for margin of error. Unless reported, STC won't know of any pirates. And with the reported sightings, they're just that, reports. STC is not supposed to be a drag net to make it impossible for pirates, just to make it more likely a trade ship will make it to it's final destination.
Plus it will also fill in that nice hole of role play when the pirates aren't online:D

the STC wouldn't be whistle blowers, merely directing LEGAL Traders through a system, they aren't a policing group. Should an STC come across a smuggler. They could ignore them, report them to a local authority, or they may even choose to direct you and may even tell you about policing factions in the next system. It is not an STC's Job to scan people for their cargo, and should not ask what are they trading.

I'm not sure you get my point. Assuming this is all in system chat - which it would have to be - you'll be announcing the presence and location and probably name of a trader coming through. Since the pirate will probably know where the STC ship is, the pirate will know where the trader is, or is coming from. Meanwhile, nobody knows where the pirate is (or Mon'Star, for that matter...).
You're not making it impossible for pirates; you're making it easy for them. And you're arguably making it less likely the trader will make it unharmed.
Again, I like the general idea - I just think this point needs some attention.
(Btw, I think this is Obnoxious1's point, not whistle-blowing against pirates, but against traders...)
Whilst it is a great idea to just increase roleplaying activity ingame, I think Trevelyan has some good points. You will just make it easy for pirates, becayse as soon as they see some trader has asked the STC for reports in, say New York, they'll know that a trader is heading past the New York jump gate and so can intercept them there.
