I think Hamburg City is somewhat alive still.

Vanilla is pretty much dead.

Hamburg City like Tal said has between 10~30 players depending on when you decide to play.

It's very pvp-oriented, has some server-side modifications to the game and offers an optional mod to use while playing.

Freelancer Universe used to have around 5~15 players daily (US timezone, though) and is 100% vanilla, I think.
