The outcasts just have reached the bottom of inactivity faction-wise. Impossible to reach a high-command or someone with decission-rights for the NPC faction. In my opinion this isn't an acceptable situation and must be handled immediately by the persons suitable and in charge of it.

Lazy excuse when you have Cali in T23, the only pirate base right in a mining center, ~ 60 k from 2 mining fields of 2 mining factions, one of which is in top 5 for activity.
The main activity should be the pews between sairs, and BHG, along with some encounters of Order for the OCs. At this moment, with several systems between their home worlds. it is tough to organise raids, which, in my opinion is a very big hub of activity. Constant raids will propel general activity later on, since people have a reason to log in, instead of just piracy in mind. (piracy is better/fun/profitable when you just roam around NY, or a system before ore sell points)

Divide in sector and assign scuadrons to them. Is what the Colonials do.

I blame cardamine. It made them all soft and lazy.
Though, it's indeed the buffer system's fault. Alpha/Gamma raids used to be as common as Texas/Hamburg KRIEG. I've participated in tons of Outcast raids in .85, and I remember my last two ones the best, after they've added O85 & Lambda inbetween the "raid-route". It was pure pain flying to Gamma. Until our arrival the motivation was gone. And with it our archenemy. Raids didn't had to be planned in the past, which was the best thing about them; spontaneity.
Once people realized, that they need more time to fly there than having actual fun/pew time, they just stopped the raids and moved to something else.
