I did not understand something whit freelancer id i can't use ship with bigger cargo than 3600 , but i can use Pirate Train ?
And also if i use Pirate Train with freelancer ID i'll get 100% core , or lower?
Freelancer ID has one fundamental flaw:
It does not allow being hostile against one house while being neutral with another house.
For example, there's a player faction that would like to pirate Liberty, but cannot do that due to restrictions to ID and do not want to be pirate faction OR being withing Rheinland Military (in this case).
Or another ID simply cannot allow being outside ZoI, what is case for a faction that is hostile against KNF, friendly with Kusari Exiles, but either cannot attack KNF first (with FL ID) or cannot operate outside ZoI (KE ID).

In other words, the ID is telling you can only use one transport above 3600 cargo - the Pirate Train, and it is perfectly fine to do so with that ID.
That means assuming you have the right equipment you will get 100% power core with a Pirate train and the Freelancer ID.

FL ID cannot pirate anyways, unless hired to do so by a pirate. The FL ID is kinda designed to give you good access to MOST factions and some unlawful ones (or put you close enough to where you can get bribes to get close to the ones you DO want to interact with more).
But no, there is no 100% perfectly neutral with everyone ID. And I think that's deliberate (and good).

There is, I recently sold a ship with a full neutral rep. I think it is going to be used for that purpose.
Neutral to Nomads? I think not!
InRP, a Freelancer wouldn't have much access, if any at all, to the bigger transports. Bigger transports would usually work for a company where as a Freelancer freelances. He works on his own or for a small group and thus wouldn't be able to run a normal faction transport that's greater than 3600 cargo.
