Well, the matter is simple: Rheinland is building Kusarians the ships after major losses, but I believe they are short on crew (in theory). I know it is a bad period for Japan (1933-1945), but they had their own Foreign Legion (more precise: Takasago Army) consisting of the minor or conquered nations and ethicities, like Taiwanese or sometimes even Chinese. Here, Rheinlanders, Libertonians or even people whose parents were Kusarian (this way they could repartiate) could sign up to join the Kusari ranks in special wings and battle groups.

Why shouldn't they start the recruitment into Takasago-like army, to fill the losses during failed invasion on Taus and Gallic invasion?

I'm not a big fan of Kusari in general, but ignoring that, I think it's a swell idea. Nothing is really stopping you from starting one as far as I can see. Except maybe the possibility of a significant nerf. I think it's a pretty neat idea.

Depends on what RP do you plan, considering fact that Kusari republic is not at war with anybody at the moment. I mean Bretonia has privateers for actions against hostile parties deep in their territory, same goes for BDM U-boots. What would be difference between this army and KNF or Kempetai? Where this army would be deployed and against who?

On a ragebreak. Or ragequit. Time will tell.

The idea was rather on giving the foreigners access to the combat wings, I mean, to gather small groups in a moment, because of shortage of the well-trained crews that are not 100% Kusarian. Not privateers as well, just a experienced crew gaining.

First of all, gaijin go home.

Secondly, Kusari conquered no where and has no access to a foreign people they can directly control and apply any kind of authority on.

And third, there's nothing that disallows people who have kusarian parents from joining the navy as long as they retain their kusari citizenship.

The key words are 'kusari citizenship'. They can have any kind of gaijin names as long as they are citizens and they'd still be allowed into the navy.

Maybe however, if Kusari Government and Rheinland or Gallic Governments made an agreement, in which Gallia or Rheinland sends a squad of theirs for a long period of time to help out a Kusari in need, while also giving the command of that squad to the Kusari Authorities, it could happen.

In that case, a foreign government would sponsor that kind of an army, retaining the ownership of it, therefore taking responsibility of their actions within Kusari.

Otherwise, taking any random foreigner in is very dangerous and especially the Kusari we know would not do it in my opinion.

So Rheinlanders in Kusari ranks would be the best option then. Anyway, it was just an idea, not a proposition of any sort.

Kusari has its own Foreign Legion. It is called Kusari Naval Forces.
