Outcasts this is criminal group peoples from Hispania, Corsair too from Hispania, and Corsairs have criminal groups(clans) but named this faction, so Outcasts too can create many criminal clans and connect it to one big faction? Or not?

Here's how I interpreted it.
Outcasts are an unlawful faction that originated from the sleeper ship Hispania. Corsairs are also an unlawful faction that originated from the sleeper ship Hispania. So, why can't Outcasts and Corsairs be merged together into one big unlawful faction called Corcasts/Outsairs.

How did you get to that conclusion??? He was talking about the TBH and corsairs, and wanted to apply it to Outcasts, which do not have any official faction at the moment.

But yes, Outcasts can have clans/groups/unnofficial factions just as the Corsairs, and most of NPC factions.

Well, I could be wrong, I'm not actually playing, so what goes on in the game is not of my knowledge. I checked the official faction sub-forum and there it looks like they were under a different ID. So, my bad.
They are under their own ID but they're still Outcasts. By the way, I meant that in RP Outcasts are comprised of many families, militias, cartels etc. and out of RP it's feasible to create these to your own liking as there's no documentation that defines any particular group.
You are forgetting the fact that Corsairs are cannibals (ritual ones now) and Outcasts are not even humans, because their DNA have changed due to the Cardamine. Not to mention several-centuries conflict between them, which is on-going all the time.
