It might fall under the unique ships request SRP form though. That means it is not possible as you probably mean it. Especially if a certain authority over those ships is also implied.

It might be easier to RP an existing shipbuilding company or faction branch and request an alteration or expansion of the existing shipline ( see the SCRA thread that asks for different designs ) - that will however not give you any authority over who may use the ships or not, because it is put down in the general tech-chart and official faction reputation chart.
