The recent surge in activity and workload for the BIS has increased exponentially and my agents and troops find themselves venturing deep into enemy territory more often than before. The journey to their targets is long, they stay there even longer and the return is the longest if you're running low on supplies. The need has arisen for the Intelligence Service to construct and command a forward operating base to further our operational range and capabilities outside of Bretonia.
My request is quite simple, all I need from you is a single stamp, which I am sure you are able to set without having to move much. The Service is requesting the permission to commandeer one of the Southampton dry docks for the construction of One (1) Invincible-Class Carrier for forward operations.
As mentioned, all we need is your stamp, the rest will be handled separately, quickly, and discreetly.
Whilst the transfer of funds falls to the Minister of Defence, as it is his ultimate call where military funding falls, the positioning of vessels falls to myself.
Now, I need my vessels for the front. I can't afford to have a single ship assigned anywhere else. So your official answer is NO.
However, off the books, unofficially that is, I would advise it. The only concern I have, as should yourselves, is suppliers. Any supplies from Bretonian corporations, and any Allies of Bretonia, is accessible by me. If I find records of a Carrier being constructed, I will have to bring it to active operations on the front under Armed Forces Command. This also applies after construction. I'm sure you can find a way to make it so, or not make it so.

I believe you've failed to understand that the funding for this construction effort does not come from the Ministry, it comes from the Service. We've acquired more than enough funds for this, all we need from you is the green stamp. You failed us in that aspect, and with your attitude, I thank you for your cooperation with a fellow Bretonian Authority.
Off the books, any supplies, suppliers, or efforts made to a vessel built by, for and with the Service is out of your authority and for the sole purpose of use by the Service. Any Vessel flown with the flag of the Service, or built therefor, will stay as such under my sole command. I hope I make myself quite clear that no vessel currently in service is being reassigned, but a new vessel built solely for use by the Service as a FOB.
I'm sure I will find you on the front lines with your vessel, no?
