Gallic Liner Bases

I was just looking over who owned the Liners Belleville and Antibes, as I'm planning a new OS&C faction and must know who to crush and/or buyout in order to control the only luxury liner service in the galaxy (Muwahaha) when I ran into a little trouble. Both info cards state that something called Bouvet Space Entertainment owns liners, the trouble is it says Bouvet is a subsidary of both EFL and Solar. 

Anyone know what the deal is?

Although EFL/Solar both own it. Solar primarily runs the Entertainment sector of Gallia while EFL runs the Technical parts ( Fuel, Maintenance ect)
I would say your prime target would be Solar Engineering.
Edit: Upon later inspection, I just noticed something that will be being resolved Inrply shortly.

I don't think Gallia has a "tourism" section, the Liners are more for the wealthy to take a vacation on. When I was apart of the currently defunct OS&C all Luxury Travel was handled by IDF

If the info card reads as you said that means both Official leaders of EFL and Solar would have say ownership of the liners
