I have a vague knowledge of what it is, but you could be a bit more precise and describe what exactly you mean.
The only description I found was of the sealed JG in Maine.

The space fort named Segre is the first line of Gallic defense in case of an attack from the Normandy separatists. Built in 530 A.G.S., four years before the official end of the First Gallic War, Segre was (and still is) a multi-role installation with facilities devoted to supplying and maintaining the local Navy fleet and maintaining control of the Normandy Jump Gate. The gate itself has been sealed and rigged with massive explosives - strong enough to completely destroy it, should the Normandy Seperatists attempt to invade Maine again.

Ironically, the Seperatists have never attacked Segre. After the treaty that ended the First Gallic War, the Normandy gate was sealed on both sides. The resulting stalemate exists to this day, but Segre's military importance has never been in question. The base has received several upgrades since it was commissioned, extending sensor range and adding additional armor, shielding and firepower. Security at the station has been stepped up since the start of the Sirius offensive.

Evron has a peculiar history. It was built in Mayenne Asteroid Field in 442 A.G.S. by a pirate faction named the Connection. The group was mostly involved in smuggling illicit materials - drugs and weapons, and the Normandy system was a prime supplier of these. The was set up near an intermittent jump hole into Normandy, so that smugglers could be sent through during the times when the hole was stable. Mayenne has no resources worth mining, and its reputation of having a strong pirate presence discouraged the Navy and Police from entering the field deeply, which allowed the Connection to operate virtually unchecked.

The First Gallic War ended the Connection as a group as smuggling to Normandy was no longer profitable. For a while, the station was all but abandoned, with barely any smugglers and no pirates that would risk their necks in a system with two massive militaries engaging eachother. It became a place where the occasional drifter disappeared to, along with people the Brigands and Corse wanted to disappear - permanently.

The station has "changed hands" many times since. Brigands, Corse, Maquis and Council make up the bulk of the population at present, each group having their own area and interests to protect. The Council currently has the biggest share in the station's population, although strikes against Navy targets in the system are rare. Rumors persist that the Council is secretly negotiating with the Normandy Seperatists at Evron.

Normandy is apparently some sealed off system in Gallia. I think something to do with First Gallic War.

The Council doesn't even have the attention it needs as the main opposing force in the Second Gallic War, and you already want the remnants of the First war stepping in? lol

Unless they suddenly spring up a civil war within Gallia that causes the Gallic Fleet to be reduced to non-OP levels so as to be on par with the rest of the houses, and then vanish entirely...
