You still require RP before you attack, even with the terrorist ID I'm guessing.

The only ID's that allow such is the Nomad ID (and K'hara ID to)

Think from it as a lore perspective, you can't directly communicate with nomads nor can they directly communicate with you via mouth to mouth. They can only do so thoughts to thoughts and why waste a few energy on a being that is about to die...

But I as a human vessel am still required to give an engagement notice, doesn't sound very fair does it

Except that from a lore perspective imagine a scenario.
2 Nomads are chasing a freelancer. A Corsair decides to pop out. Without any warning, he opens fire on the nomads. Unknowingly, the freelancer believes he is being chased by both the nomad and the corsair. If the corsair had announced he would engage the nomad, perhaps the freelancer might join him for a fight against the greater evil case. Who knows.

Anyway, there's clearly no evidence that humans love communications, think of friendly fire incident throughout history.

This is just an example, but communication is key to the survival of mankind. Nomads already have the mindshare to communicate with all their kind and look what their technology have over us.

Though this is technically allowed, it is highly discouraged. This is a RP server. If you're interested in just popping people, there's other servers out there to accommodate you. Even a simple set-message is enough for a nomad to engage and keep face.  I know I'm going to piss some people off for saying this, but I honestly hold no love or care for those that don't even try, nor are willing to merely observe others that DO know nomspeak, and copy it.

For an example: " *** 'yours' to be.. -removed- 'ours' ~void~ (fury) *** " Or something of the like is one of my standard engagement notices when flying my loving-squid.
 
and I know of one "individual" that has something akin to: " *** it's tendrils bristle with energy as it prepares to attack *** " as their l1 setmessage and engage with that. That's entirely fine! A little minimalist but the idea and picture are there, and you know whats coming. Prior RP established, and engagement notified. Somebody gettin' shot today.



Back on topic however, nobody is 100% exempt from the RP rule. It's an RP server; the barest of RPs and engagement notices (while highly frowned upon and discouraged) are enough to get the point across. If someone engages with nothing, get out your reporting gear, cos you got a sanction that needs doin'
