Where to find Mining Arrays and turrets

I have been looking all over for mining turrets and arrays but cannot find any. Could someone please assist in telling me where to find those items?

They should be sold on most Freeports/Zoner bases as well as house lawful planets. Make sure your ship can mount them as well.

If in Liberty, Bethleiem Station in Pennsylvania. Other places are usually IMG, GMG and Kruger bases, some Freeports - can't say, why these aren't on every freeport.

I can't understand why these aren't available everywhere.
