Reapers want to save the life into their databanks for some eminently forgettable reason whereas Nomads are out to kill everything that isn't a Nomad or Daam'Kavosh because that's all they know.
Also, pre-5th Edition Necrons from 40k would fit the Nomads quite well because they're:
1. The left behind lackeys of a higher power that is now effectively no longer a significant player in the universe.
2. Omnicidal.
3. A vast monolithic force that cannot be reasoned with, negotiated with, bargained with, or have any emotions to speak of to appeal to a la The Terminator.
However, that fluff has been retconned, so it's The Dominion, especially in light of their neutrality towards the Hellfire Legion.
