Make a new one. The DSE) had done a lot of planning and RP and I dont think they would willingly allow to give you the password.
I would also if I were you make a new faction because you are new and need the experience from the start. The DSE that I know would require you to read a lot to catch up at where they are at.

Unless ofc you have been around longer than that and just make it look different.
Making an unofficial faction doesn't make you not new. You need experience with which you dont have with do this DSE operated.
This is why I suggest make a new faction for DSE

Because age matters, right? Let's not fall into this pit of elitism. If maintaining and creating a faction is what he wishes, as long as he has researched on it - which is naturally what people should be doing in the first place, common sense and all - then go for it.
But yes, you should start clean. Though could be good to pick up on the RP that they have yet to finish.
