Helium.Devil to be killed

Bounty for LR pilot called Helium.Devil . Also , it is quite possible he uses character named Deckard.Whithouse also LR with same characteristic or he rename it to Helium.Devil.Bounty works for both ,if they are not same.
He fly in low level fighter with LR ID , he attack newbie miners in Pennsylvania , near Erie for days , mostly in low player population time (server time 09:00-16:00).
3 M reward for each kill , claimed up to 10 times , 5 M bonus if he begs for mercy !
Provide screen-shots of kill , works for his other characters as well , if they are know to be un-law !
