Nowadays when you travel around, the NPCs are just scenery, and can barely damage you, unless they just happen to be a military spawn which would be some capital ship with escort. You can go to Guard systems
for tough npcs, but really the whole danger of space has been removed by making ALL of the NPCs very weak.

Now the most reasonable answer would be that they were interfering in RP, and while people were typing NPCs would gank their ships, and I remember this in vanilla. But honestly it took out a huge element of the game, which were dangers. Some would reason that the players are these dangers, but honestly half the time I am SEARCHING for them, without the inherent danger of where I am. I can travel the entire Sirius Sector with little to no resistance.

NPCs should definitely be brought back, and if you are hostile to the region, have some /setmsg on hand
for engagements. If you fly by Manhattan as a pirate...THATS the capital of Liberty! It should be heavily guarded, and NPCs of strong caliber should be guarding it. If you get into a RP without NPC's, have the military patrols not enter certain areas, like debris fields, the Badlands, etc. NPCs in the Omicrons should also get a step up, maybe editing certain patrols away from FP11 in Delta, or making them neutral until shot.

Since the player base has been in a decline, this should be considered in next patch, or the next few ones.
The NPCs should be just as dangerous as they can be in missions. Nomads even more so. Nomad ships should have Cap VIII armor on their battleships and be very vicious and aggressive. Pirates cutting the lanes SHOULD be a threat. Not an annoyance, just part of the game.

I have also noticed a huge amount of money in the player base, and noobs having giant ships. This is due to the fact that making money is WAY too easy. There even should be BOMBERS cutting off lanes, and using their SNACs. In this way escorts will actually have use. Make this a whole new update to the game. Disco needs it.

As an Omicron faction leader no thank you. It's already annoying seeing the needlessly high frequency of Nom NPCs spawning every 10 seconds. And I'm not a fan of the idea that the region probably will be pumped with difficult NPCs, rather than making the players the ones who add the element of danger to the region.

Well, do you disagree with keeping their patrols away from FP11? Honestly the Omicrons are very empty 80% of the time.

Players should be the ones filling them. NPCs, as you said in your OP, at to the scenery. Which they should. I'd rather see the Omicrons becoming active with more players than becoming 'active' with more NPCs.

I agree that NPCs should be strong in critical areas, but they already are, so I am fine with the current status. They would annoyingly disturb player interaction in other areas.

I haven't voted yet because future arguments might change my opinion.

I remember the times in vanilla when trying to go to the Omicrons in a Starflea. It was sure as heck fun trying to dodge all of those npcs where just a couple shots could put you out. But now, those npcs would have a hard time even damaging a Starflea. They have to be bumped up in power, just a little bit, and removed from major RP areas. Even Nomads are barely a threat when you see them, and I remember in vanilla trying to fight them, and they could actually put a nice dent in you if you weren't careful.

Even though majorly I disagree for places that exists for supporting pvp like Delta, especially the zone around FP11 and the south area as lyth mentioned. For places that inRP are "home-systems" of Nomads I can imagine such buff though.
Something I have mentioned once. I would suggest creating beneficial zones, where player-groups can haul or buy very special/expensive stuff or whatever. Just possible in case of having a huge group of players attempting it.

tl;dr The basic idea of PvE needs a strong improvement on discovery though.
