So I requested one about 4 months ago. I asked for Core to get an Omega restart, as currently we lack easy access to the other half of our ZoI. It was denied for somewhat nebulous reasons, but via Skype an Admin told me it was deneid because, although I deliberately chose the base of a Generic Faction, the restart had to be on one of my own faction bases. The entire point of the request was because we don't have a base in the Omegas (right now) or easy accesss to the Omegas. Core is the only faction to have tried to make use of this perk, and the only faction to have it denied thus far.
A few months on, I've actually begun to think about the implications of their conclusion. If the restart perk is required to be on one of your own faction bases, what's really the point in the perk at all?
Case and point. Say I wanted to have a restart for Core in Bretonia or Kusari to give my members better access to House space so that I can get more involved in House ops. Because we don't have a base in those regions, my perk would be denied. But how the heck would I convince the devs to place a Core base in centeral Bretonia or Kusari in the first place, so that we could get this perk eventually?
Looking at other examples. Say Crimson Cross wanted to have a restart to allow their members to reach more parts of their ZoI. I.e, say they wanted to have a restart in Liberty. Their perk would be denied, simply because they don't have their own base there, even though they have ZoI there.
Which is why I think that this perk is utterly pointless (which is ironic, because originally I thought it was useless, then I changed my opinion and put a perk request in, now I think it's useless again). There is zero point in using a perk to request a restart for factions with large ZoIs or ID lines that permit them to operate outside their ZoI. Or even those who want to ease the process of ship creation that could be linked to new roleplay developments that take them out of their native ZoI.
By this logic, the only sort of restart perk that could get approved would be something like Rogues having a restart in California, on top of Cassini. But both those systems are so incredibly close to each other and are both in Liberty - what would be the point? The perk SHOULD be getting used for things like the OC example, but they'd just get denied. And it is extremely unlikely OC would ever get a base in Liberty dev-wise.
So if the staff are going to lure factions with this perk, but never reward it due to impossible to meet requirements for it's approval, why do we even bother having it? If that's not going to be the case, then a lot more leeway should be given to the perk.
Seeing how LH~ have restart on Pueblo to assist in fluent and interesting roleplay aspect of starting fresh character, I don't see why Core sohuld be denied that.
Granted, the restart of LH~ is purely for RP aspect due how the faction is played out, but still...
But the omegas are only a few jumps away from the omicrons. Surely you can manage to fly a ship there, given other players fly for longer periods of time as part of trading and mining as well as POB supplying.
EDIT: That and perhaps it is a not too subtle hint that Core should remain as an activity generator in the Omicrons and leave Omegas to the locals.

Try telling that to 30 people. I do it myself and have my own Omega ships, but it's very difficult motivating the entire faction to set up those ships.

What locals? The Omegas are dead. Our ability to generate activity would be a huge benefit to that region. Having IDs from each alignment in a region is how you generate activity. Core are lawfuls, and right now that's what the Omegas need.
This thread isn't about Core though. I'm of course upset our perk was denied, but oh well. This thread is about the restart perk in general.
