Good day to our friends in The Order.

It has been some since I have composed something to your organization. I do trust our misguided brothers and sisters up north are not causing you much trouble. Their day of recompense will come, but for now I hold a proposition, as well as a request.

For months, my Corp of Engineers has informed me that the growing populace of the 72nd Fleet has surpassed the capacity of our vessels' hold space. Many of these individuals consist of civilians and their families. Non-combatants who rely on the Fleet for shelter, protection and security. Unfortunately, we have reached our limit. The growing civilian and military population of the Fleet is nearing critical levels, and should we not locate a place to house them soon, I fear we will be in for hard times.

This is where the Order comes in. In the interest of preserving our two people's separate societies, but still aiding one another, I propose this. My Corp of Engineers has designed a station. One large enough to hold the majority of the populace of the Fleet, and still maintain the same security they deserve and receive. However, therein lies the problem with our plans, for we have no place to construct it.

I propose this:
The Order allows the construction of this station, which will be christened 'Outpost Unity'. This installation will contain all of the amenities that a typical human being will need to live aboard a deep-space station. The proposed location for said installation will be in the Omicron Zeta system, 15 km directly to the galactic west of the planet known as Saipan. My Freighter Corp will handle the construction and occupation of this installation. With approval for construction, the Order will be allowed full docking rights, and will be granted access to all facilities needed for deep-space travel.

All we ask in return is that the Order participate in the defense of this installation from any force that would see it harmed. The station will more-or-less serve as another outpost of the Order, but will still be independent from the organization. Core forces will be denied docking rights to the station, and infected and alien forces will be flagged as hostile to the station's automatic defenses.

Please take my request under consideration. Under the circumstance you wish to discuss the terms to the request, I will be available at any time. This project could help to mend the broken relations between the Maltesian people and the Order Protectorate.

While it was to be expected that from time to time we would receive a communique from a Maltese, request for building what effectively is still a foreign nation's installation in our territory is something we had not anticipated. While we will further discuss your case, you will be met by one of our representatives soon enough to give more light towards your organization.

Good day, Admiral.

While I'm sure that this topic is still floating through the Order's Command, the Fleet has heard nary a word on the subject we've proposed. With the Fleet's efforts being pulled out of Delta, Commander Santiago has placed me in charge of this subject of attention. While not the most glamorous job, it is important nonetheless.

I am aware what we are asking is odds for concern. However much the Fleet has cooperated with the Order, I understand what caution this may provoke. Regardless, the Fleet has begun to feel the effects of the issue that the Commander described almost two weeks ago. We need a response.

The representative you've sent hasn't shown, and the civilian sect is getting restless. A response sometime soon would be preferable, and I know that the Commander would want to have this installation at least within response distance of the Order.

We're still eagerly awaiting your decision, Admiral. No matter the outcome of it, however, we'll still be thankful for all that the Order has done.

According to transcript of conversation had been reviewed by The Order High Command, we have come to conclusion to finalize your request. Namely, we will respect temporary shelter for your people until 72nd Exiles would find more suitable location or are able to begin your planned crusade against Nomads and Crimson Cross. I have myself seen your ships handling the Nomad entity with my own eyes and therefore I believe you about it. Your installation would carry one of the neutral IFF's and refrain from issuing docking rights to anyone but yourself, your suppliers (in full compliance to The Order Space Code) and naturally The Order.

Location is yet to be established but we are giving you green light in surveying the system yourself. We also urge you to confirm your neutral status with the powers of Sigma and remember that we respect this particular neighbour. We expect to be informed about the progress in private and that Overwatch will be approached with any development in simmilar fashion. With that, we will also acknowledge your shelter as legal installation in Omicron Zeta for the time being. 72nd cannot afford antagonizing The Order therefore matters of security will come... naturally. Of course, should you have any more inquiries, it shall be discussed on next assembly of the Overwatch.
