Guten Tag, Sehr geehrte members of the government of the Democratic Republic of Kusari. My name is Leopold Richter and I am minister of justice of the Bundesrepublik Rheinland.

I contact you today to discuss proposal related to topic of prisons and mainly prisoners. Prisoners of Kusarian and Rheinland origin condemned to imprisonment in our two houses to be precise.

Let me explain briefly what troubles we would like to solve hier in Rheinland. We have - and I am quite sure it is quite same in the Democratic Republic of Kusari - in our prisons not only our own citizens, but also some citizens of your house which committed various crimes in the Rheinland and were condemn to imprisonment. But this brings complications due to language barrier and different culture, religion or eating habits.

For example, it seems that common Kusarians imprisoned in Rheinland have issues with Rheinland cuisine despite our effort to serve foreigners friendly meals. They very often demand rice or noodles and if they don´t get it, they much more tend to not cooperate or even to incite violence. This stretches budget of prisons, either because need of purchasing these special meals, or need for reinforced guards which have to solve disobedience of individuals or even groups of prisoners.

Now imagine we have also quite some prisoners from Bretonia and Liberty hier...

We could of course just use...tools how to keep prisoners in order, but positively motivated prisoners, which are rewarded for good behaviour with food reminding them home, can be usually handled much easier. But then we have issues with budgets. Not only because of special supplies, but also becase we have to keep enough translators ready in case talk with foreign prisoner or even interrogation are needed. And there are even more complications I will not bother you with.

Anyway, due to mentioned troubles, I would like to inquire about possibility of agreement with the Democratic Republic of Kusari called simply Prisoners Repatriation Program. The core of it is to exchange prisoners which committed less serious crimes, so they will serve their sentence in their house of origin. Kusarian prisoners chosen by us would be transported in escorted prison ship by RFP| primary division to agreed prisons, stations or planets in Kusari, and Rheinland prisoners chosen by you would be transported from Kusari to Rheinland on the way back. Of course, their sentences will stay unchanged, they will just serve them in their "home prison", so to say. These transports will not be frequent, I presume once per month or even less.

We believe this may bring savings in budgets for both sides and simplifying the everyday operation of prisons.

I think there is no need to continue with more details, those can be arranged if you confirm interest in this proposal. I hope you will, I see benefits for both sides from this agreement.

My name is Shouhei Mishima, and I'm a member of the ministry of justice of the republic of Kusari.

After debating and discussing your proposal, we came to the agreement that such a system would be beneficial for us.
Fortunately, we do not have many criminals of Rheinlandic origin in our prisons, but still we think that it would be best for them and for us to be returned to their homeland.
In your current proposal, the RFP would be the entity to handle all prisoner transports. We are not sure if Rheinland should shoulder all the responsibility and effort of these prisoner transports. We think that for a final agreement, the KSP should be included if possible.
Naturally, we would also be willing to provide escort ships for RFP prisoner convoys to guarantee the absolute safety of these operations.

Guten Tag, Sehr geehrter Secretary Mishima.

We are glad to see that Kusari is willing to participate on this program and help Rheinland once again.

We see no issue in handling the program solely ourself, it was our idea after all and thus you should have no expenses with it. However, I don´t see much of a problem to include KSP primary department in the agreement. Just inform me about the identification tag which they use, because it would have to be added to licensed organizations for transportation of prisoners. We also welcome offer of escort ships, of course.

Now, what needs to be solved to finish the deal are three issues. First one is update of laws because point 5-3 allow foreign police forces to enter your space only when they are invited by their Kusari counterpart or when they are escorted by Kusari Law Enforcers. We would like to ask for addition of exception for RFP| prison convoy to prevent any troubles, mainly with secondary units which may get impression federal polizei violated laws by entering Kusari.

Second issue is what ships will be allowed to enter Kusari space as escort of the prison ship. I suppose there is no issue with fighters, bombers and gunboats, if there is, let us know bitte and we can talk about it further. Federal polizei is also able to deploy its cruiser RFP|Chemnitz for this task, if it will be available. After all, deterring any possible attempts to liberate the prisoners is higly desirable. However, if Kusari do not wish it to enter its space, we will understand that.

Last issue are places where convoy will land or dock and prisoners will be loaded and unloaded. In our opinion, the best would be planets Honshu, New Tokyo and Kyushu, where inmates can be safely unloaded on higly secured spaceports and immediatelly transported to local prisons, and probably also Fuchu Prison where majority of foreign criminals are kept, at least I was told so.
