Ok, this is mainly about what people think should be the propper RP use of caps in .85 (prehaps if we get enuf good input may influence rules who knows)
Anyway, I think that caps should be restricted in where they can go.
Outcast dreadnoughts for example should NEVER (execpt OORP, such as going to connecticut) be seen in NewYork, caps should (execpt for good RP reasons) stay in their ZOI as a defenseve measure.
Repeat violations should result in the loss of the cap.

Stay within RP/Faction boundaries. I prefer that (common sense) instead of imposing restrictions.
You aren't taking everything into account, and this sounds a lot like your last "I think things should be this way."
Capital ships are used for defense, yes, but they are also used for offense. When Liberty/Rheinland war rolls along, by your standards, all of the Rheinland BBs in Liberty would be sanctioned.
Using capitals ships over GB class in hostile space should have RP reason, but then you get people saying "He can go there because he has "RP reasoning", but I can't? What gives?"
We have ZoI restrictions coming, but it's going to be a difficult and messy process.
I love my capships and i take them with me whereever i go.
Generally, thats not too far from my ZOI - but i reserve the right to take them out of my ZOI because... well, a group of us might want to hurt someone.
Cap ships are one gigantic Role Play platform and should be used that way.... If you cant Role play in a cap ship, you arent trying.
So if you want to take it out for a stroll outside of your ZOI... try to AT LEAST have some kind of Role play in mind beyond "U are Outcast enemy i kill u".
Not that that little piece of Rp doesnt betray the presence of an extremely creative mind *sarcasm*
So think about it - why are you going there? for what purpose? would you character actually do that? would they risk their ship and crew on a hairbrained foray into enemy space to "pew pew" a few fighters? Would they do it alone and unescorted (where caps are at their most vulnerable).
I bought my LNS Citadelle de Quebec as far as Gran Canaria.
But, lets just mention I had one hell of a RP explanation to drag a liberty dreadnaught in zoner space, through various international and bretonian territories
I have a problem with your Outcast battleship theory.
Outcast play a large part in New York. Its grown since .80 to .84 and I expect it to continue growing. Outcasts are there, so then Outcast ships can fly there...Correct?
As long as the battleship/dreadnought has the ID's required to fly it without violating server rules, they have as much right as Bounty Hunter Battle cruisers.

Here's a suggestion for capships ... why don't we say that capships are specifically limited to those ACTUALLY members of a legitimate player faction. For example ... in order to fly a Liberty Battle Cruiser ... you actually gotta be a member of LN. Maybe we can reduce the size of these non-role playing indies who don't quite understand that LN is actually in charge. Yes ... when LN tells you indies to stand down and stop shooting at someone ... you're actually supposed to stand down and stop shooting.
More role play and less blood lust.

Thats been talked about and dropped like a stone and sunk a bunch of times before - and its personally something i'd never like to see. The only people who really got away with it were the RM - and even they allow exceptions if the person has half a go at Role Playing and working with them.
Blood lust in a cap is just silly - you are a large visible target, you die, and its not that hard to die in one... if you're in a lone fighter then sure you don't have much chance against one but thats just how it is... deal with it, in RP. Get a couple of bombers together and you will send most caps hurtling into the atmosphere in a pretty short time. Role Play in your caps people, send vast amounts of dialogue into the chats from the comfort of your battleship captains chair.

You haven't been in a pirate ship all alone with 3 bounty hunter battle cruisers firing on you as you undock from Yanagi have you?
Problem is ... these caps don't come after you alone ... they usually have other cap friends ... and bombers. So unless you have friends taking on a lone capship ... your example is mute.
