1. Time them perfect when you fly by so they explode right away, kinda tough
2. Drop some mines and then fire a Cruise Disruptor when they are near 'em. CD's blow up mines
3. (what I like to do) lay a mine right when you start flying at your opponent. When he flies by and engine kills, he'll be flying right in a straight line (better chance for mine to track), and when he hits forward thrust again thats a half second where he is around 0 m/s (good chance to hit there)

Make that four.
4. You can always get them to chase you and pump out about three or four CM's, count (one thousand one, one thousand two), then dump three Nukes out.
Those things are good tactics, I have a few of my own I wont be giving away, but the most important thing in getting good with mines is practice, practice and then practice some more.
In my opinion since almost all my recent kills are with the mine's. Just launch them on a pass, usually if you run into them head first while dropping the mine it will get them, just make sure you had shields though.

I'm hardly a great (or even good) minelayer, but I will say it helps to practice a lot. Try it on missions, I once completed one with nothing but two debs and nuke mines. It is expensive practice, though.
You could just get a capship with lots of missles and blow stupid insucnifficant bombers & fighters out of the sky with once swift kick in the arse.:)

I find nuke mines to be cheap, and just fodder for blowing yourself up. But, I always find in SP that right when the NPC fly by you doing that charging thing like a bull they do, drop it right when they're almost paralell to you. Drop it and they go kaboom.
For repfixing on a bomber, use dual novas...dual novas are teh win in repfixing (boom, 1 wing down...).
For minelaying, practice a lot, get ready to have someone CD spam you, be prepared to annoy the hell out of your allies, and try not to drop mines when you're shields are down.
Once, during a BAF traning session, I one-twoed another Templar on the first pass using only debs and mines, just need to time the drops right.
