The GRN and the LN are somewhat unbalanced capwise. Whoever has Valors, wins. Snubwise though, if average skill per pilot is excluded, I've been told they were closely matched.
RM Wraiths vs Bundschuh Wraiths. As far as I know Bundschuh has 90% core on Wraiths and since the wraith has a Medium core and only 5 guns that difference won't be any significant. Though no caps for the Bundies.
Blood Dragons vs KNF vs Exiles. They get reskins of each others' ships and most of the stats are fairly identical I believe. Here you also got the capitals.
The Togo is OP compared to the Tokugawa, and the Exiles lack a battleship, so I guess that BSs are out. But beneath them, all classes seem balanced towards each other.

For snubs it is like perfect. For caps it is about as equal as it can be.. for cruisers atleast. Though with recent changes of the Hatchet it will really require good pilots in the BD cruiser to make this work. (100k base armor difference is a lot)
Edit: And the Gunboats are completly unbalanced. No way you can use them.

The GRN GB actually is worse than a Defiant.
The LABC and Obstinate compared to each other. No idea.
GRN GB and BAF GB could work, maybe someone has bit more experience about these two in duels then me.
Though I guess it should be quite good, looking at the stats this could work. Even though the BAF GB is the slowest brick I know.

The GRN battlecruiser is slightly weaker than the LABC, but hardly enough to compensate for the Valor's OP-ness. The GRN and LN gunboats are fairly equal as I've been told, but I'm no expert on gunboats. The GRN lack a cruiser, while the LSC can hardly compete with the Obstinate (you'd have the equal number of cruiser-class ships in the fleet, and mixing LSCs with LABCs would only weaken the LN).
The status with the BAF is only slightly better. The Dunkirk is a fishy copy of the LN dread, but the Crecy, one of the best destroyers around, alleviates the balance gap a bit. It can somewhat compete with the Obstinate if it manages to keep distance, but the Obstinate will manage to tank it in many cases simply due to the ship class difference. The official BAF| can use up to 4 LABCs however, as far as I remember, which can be good weapons against Obstinates. The Crecy can deliver a considerable punch to the Valor, but the Valor will usually be the winner, not only because of the FG, but also because it takes just one mistake for the Crecy to lose. The BAF GB will eat the GRN GB alive in a duel, but it will be one of the first ships to fall in a fleet battle due to its relatively huge size.
